Integrity Test System And A Tentative Analysis Of Its Applicability

Integrity At the end of the last century,the integrity test system was first adopted by the New York Police Department in the United States,initially targeting corruption by police officers in New York police stations who received bribes from drug traffickers or were directly involved in drug trafficking.After a remarkable achievement,the integrity test was replicated in other government departments.Subsequently,Canada,Britain,Germany,Australia,Mexico and other countries combined with the actual situation of corruption in the country,but also to follow the special measures to govern corruption.Practice has also proved that integrity testing has a significant role in the prosecution and prevention of corrupt practices.The integrity test is a kind of system design which aims at the official corrupt behavior,the national practice has proved that the clean test has the great benefit to the administrative organization cleanliness level promotion,and the attack to the duty crime also has the unexpected effect.Certainly,the clean test system has many problems in each country's application.At the same time,the integrity test is a double-edged sword,it can act as the normal early warning mechanism to crack down on the duty crime,discover the existent problem in the existing system,as the special investigative means of the duty crime case investigation.The integrity test system has both value and risk attributes,leading to a lot of controversy in countries that are practicing and preparing to practice the integrity test system.A clean test can be used as an improper means of combating political dissent,causing irreparable damage to the government's credibility.Witnesses who often witness corrupt officials may themselves be bribe-payers or other criminals,sometimes colleagues of the person involved.Therefore,the willingness to cooperate with the investigation or testimony is difficult to improve and to increase the difficulty of the investigation or trial process.In view of this,the integrity test developed "target test" and "random test" two forms.The "target test" is the test of a particular object with a corrupt tendency,which may be of great significance in proving the corruption of officials.In the field of prone to corruption,the test of random sampling is called "random test",one of the purposes is to obtain the relevant corruption data,and if the random test can be carried out in accordance with the regulations,it will effectively hinder the breeding of corruption in the institution.The aim of this paper is to introduce the anti-corruption measures and methods to the vast numbers of scholars and politicians in China.Combined with the general characteristics of political corruption and its legal background,the introduction of the history and reality of our country,the integrity test and the compatibility of anti-corruption system in our country,this paper explores the applicability of the integrity test in China.In addition,according to the possibility of infringement of civil rights in the process of clean test,this paper discusses some principles and relief mechanism of the application of probity test in ethics,in order to comprehensively analyze the applicability of the integrity test in our country.
