Talent issues have become an important factor limiting the reform and development of the women's federations,especially for the rural women's federations.Although the rural women's federation is rooted in the vast grassroots women's base and possesses a huge talent base,it is extremely limited by the political and economic restrictions on establishment and capital.The organization of the village women's federation is extremely scarce.Taking A town as an example,Only one person in each administrative village presides is charge of the work of the women's federation and also has other affairs in the administrative village.Faced with such a contingent of rural women's federations far from being able to meet the needs of their work,the All-China Women's Federation successively held the "Implementation Plan on Implementing the Opinions of the Central Committee of the Communist Party of China on Strengthening and Improving the Group's Mass Organizations" and the " Opinions of Organization Members ",and put forward that we should adopt a variety of methods:full-time,part-time,hiring,and assignment,and form a vigorous contingent of All-China Women's Federation cadres who take full time cadres as backbone and attach part-time cadres as their important support.Zhoukou City.Women's Federation,according to the characteristics of the region,studied and formulated the "Implementation Plan for Part-time Women Workers in Women's Organizations in the City" to enhance the power of the women's federations in the region.The part-time women worker matching activity is not only an enhancement of the talent pool of the women's federation,but also a meaningful practical exploration of the part-time team building.In this paper,we choose A township rural women's federation part-time team selection as the research object,with a deeper understanding of the background of the part-time matching practice activities exploration,and the process and the effectiveness of the exploration,analyze the data of the activities with quantitative analysis,present intuitively the results,analyze and summarize the pros and cons of this event combining with interviewing method.Then,on the basis of analyzing the practical activities,combined with literature analysis and other methods to carry out an overall analysis of the part-time team building of A township women's federation organizations,and to find the problems in the part-time team construction,and then analyze the reasons for these problems.according to the actual situation of A township,And make recommendations on the construction of part-time team of A Town Country Women's Federation.With a view to improving the part-time team building of A township and village women's federations,it will also provide an effective reference to the further development of part-time and rural personnel organizations of rural women's federations.
