Study On The Integration Of Minimum Living Security System For Urban And Rural Residents: The Case Of Zhengzhou

In the context of continuous promotion of urbanization,the fair guarantee of the quality of life of urban and rural residents has become the most basic task and the urgent problem to be solved.The integration of urban and rural minimum living security system has become a trend of development.At present,some more developed areas in China have realized the integration of urban and rural low insurance system,and have achieved good social benefits.In recent years,the economic level of Zhengzhou city has been significantly improved,entered the queue of national central city construction,from the aspects of fiscal revenue to the human resources are the first in the province,the gap between urban and rural areas is more and more small,the model of minimum life security system integration is the trend in the country to promote urban and rural residents in Zhengzhou City,and lay a solid foundation.This paper first introduces the exploration and practice of urban and rural residents of the minimum subsistence guarantee system for the statement of our country to promote the real achievements of the urban and rural system integration,and focuses on the analysis of Zhengzhou City,the city achieved a larger reference value of Changsha system between urban and rural integration experience,realize urban and rural minimum living security system integrated into target for reference Zhengzhou city.Through comparative analysis of historical data and information,security system,the minimum living guarantee of urban and rural residents in Zhengzhou City,the current security standards,management mode and financial investment in the four aspects of the system analysis,and discusses the elimination of the existing differences,implementation of Zhengzhou urban and rural residents minimum living security system integration is very necessary.Then the feasibility of the integration of the minimum living security system for urban and rural residents in Zhengzhou is analyzed.The current implementation of the system of urban and rural living with the integration of urban and rural development background,the local government revenue,enhance the management ability of basic subsistence allowances and other favorable conditions and enhance the municipal living in the building behind the idea,the financing mechanism is not perfect,the dynamic management ofguaranteeing the ability of weak constraints,and through the transformation of urban and rural construction and the increase of rural funds,improve the supervision mechanism,improve the urban and rural economic status checking mechanism effective way to break the constraints.I hope that through the analysis of the above content,we can put forward some methods to promote the integration of the minimum living security system of urban and rural residents in Zhengzhou as soon as possible.
