On The Integration Of The Minimum Living Security System For Urban And Rural Residents In China

In 1997, the minimum living security system for urban residents had established;in 2007, the minimum living security system for rural residents had established.Itprovidessignificant contribution for the urban-rural poor population that the establishent of urban-rural minimum living security system and it has been achieved the target that “Yingbaojinbao”. At the same time, the separation of urban and rural areas in China’s minimum living security system leads to the phenomenon of "fragmentation", which can not be ignored. Accelerate the integration of the urban-rural minimum living securitysystem is conductive to promote the integration of urban and rural social security system,is conductive to maintain the bottom line of equality and to enhance the well-being of the people of major initiatives, is conductive to promote coordinated economic and social development in urban and rural areas.The aim of this study is to make a systematic study on the integration of urban and rural residents’ minimum living security system in China.There are several research methods has been used in this research, including literature research and depth interviews and comparative study. First section,I summarized the developed process of China’s urban residents of the minimum living security system and China’s rural minimum living security system, analysed the disadvantages of the separation of urban and rural areas in China’s minimum living security system, and then elaborates the important significance of the integration of urban and rural residents of the minimum living security system. Second section,I discussed the basic theories that could promote the integration of the urban and rural minimum living security system, including the social construction theory,the bottom line equity theory, the integration theory and the general theory of urban and rural areas. Third section, I summed up the practical experience of Chongqing’s, Suzhou’s,Xiamen’s, Guangdong’s, and Beijing’s urban and rural residents minimum living security system integration to seek inspiration of practice of combining China’s urban and rural residents of the minimum security system.Fourth section, I comprehensived surveies of the economic factors, demographic factors, policy factors, ideological factors which restrict the integration of China’s urban and rural residents of the minimum security system, aimed at a comprehensive and systematic grasp four factors based on the smooth progress of China’s urban and rural residents of theminimum living living security system integration. Fifth section, on the basis of the foregoing recommendations,I proposed specific solutions for the integration of China’s urban and rural residents of the minimum living security system.Finally,the integration scheme I proposed including that:the basic principle for the integration of China’s urban and rural residents of the minimum living security system; the conditions to support the integration of China’s urban and rural residents of the minimum living security system; the implementation steps for the integration of the minimum living security system for urban and rural residents in China-- the integration of the minimum living security system of urban and rural residents in China through three stages of low integration, moderate integration and high integration.
