Research On The Personnel Structure Of The Standing Committee Of The National People's Congress

This paper focus on the research of the staff composition of the NPC Standing Committee.Before we start to analyze this thesis,we firstly analyzed the change of the constitutional position and powers of NPC Standing Committee through historical method.Then we concluded that its practical status is far from its“ought to”status.Furthermore,we collect the data of the NPC Standing Committee from the aspects of number,gender,age,nation,party,education and full-time.We concluded that:firstly,considering the scale of our country,the scale of the NPC Standing Committee is small;secondly,the aging of the NPC Standing Committee is still serious;thirdly,the full-time problem is not actually solved at all.And then,we analyzed the cause of these phenomena.We also analyzed the problem of the staff composition of the NPC Standing Committee,and proposed that we should improve the staff composition of the NPC Standing Committee from four aspects.First,to expand the overall size of the NPC Standing Committee.According the experiences of western countries,the overall size of the NPC Standing Committee could expand to 500.Second,optimizing the age structure to ensure that the 45-55th age group becomes the backbone of the NPC Standing Committee.Thirdly,gradually expand the specialization of the NPC Standing Committee to ensure that the committee put their main energy in the work of the NPC Standing Committee.Fourth,improve the related system.For example,maintain and safeguard the constitutional position of the NPC Standing Committee,improve the legislation mechanism of the NPC Standing Committee,and strengthen and improve party leadership of the NPC Standing Committee.
