S Provincial Standing Committee Members Constitute Research

With the fast economic growth in China, people are more and more concerned with the progress of political reforms. The system of People's Congresses ("PC") is the basic political system of China. How to improve the function of People's Congress under the leadership of Chinese Communist party is deemed by the party as the most important topic of strengthening state power. It is also the public's wish that the People's Congress at various levels are able to play more important role in improving legal system, developing democracy, protecting human rights as well as supervising the work of the State Council, the People's Court, and the People's Procuratorate. There are a lot of academic researches going on related to the People's Congress system. Legal Sholars and the staff of the People's Congress are undertaking thorough and profound studies on PC related fields such as legislation, supervision function, election, official appointment and dismissal, and organizational system, etc. With the analysis on personnel of the People's Congress at the local level as the starting point, this thesis studied the evolution of personnel structure of the People's Congress of S Province for the past thirty years, which represents a cross section of democratic and political progress at the province level.By collecting samples and conducting quantitative analysis on demographics of representatives of the sixth People's Congress through the tenth People's Congress of S Province, this thesis studied the dynamic changes on characteristics including gender, age, education, race, party affiliation, source, level, part-time/full-time, service terms, etc. In addition, I also sampled the representatives of the tenth People's Congress of S province, examined their performance, and analyzed the reasons behind their performance. This thesis compared People's Congress of China with parliaments of some foreign countries, identified some problems with our People's Congress system and hence recommended measures/actions to further improve the personnel structure of the Standing Committee of the People's Congress. The People's Congress at province level is the supreme organ of state power at local level.
