Research On The Construction Of Harbin Public Security Informationization Scheme System

We live in an era of rapid scientific and technological advances,with the wide use of science and technology in various social fields of life,crime and anti-crime contests are more concentrated on the use of modern scientific and technological means now.Faced with this situation,the public security organs must keep up with the latest trends in the development of modern science and technology,vigorously implement the strategy of strengthening the police by science and technology,and promote the construction of public security information tremendously,so as to give full play to its functions;enhance the control of dynamic society and maintain public security and social stability.The allocation of public security information resources utilizes modern information technology and network technology and makes use of various information resources to carry out comprehensive informationization reform of criminal investigation,so as to enhance the ability of protecting national and public safety.The construction of public security informationization is the only way for the public security organs to break through the timeworn work pattern and make the most advantage of latest development.Moreover,it is the breakthrough point to improve the combat effectiveness of the public security organs.In addition,it is a guarantee to investigate and solve criminal cases and raise the level of law enforcement.In the age of rapidly changing network technology,only the information construction level is rising,the public security informationization can take effect in areas such as police practice automation,criminal investigation information sharing and comprehensive utilization,establishment of police bureau’s rapid response mechanism,optimization of the police practice workflow,police practice management scientification and standardization,and improvement of work standard and management level.This paper uses Police Bureau of Harbin as the research area,uses research methods such as the literature research and the system research to sort out the operation mode of Harbin public security informationization and its actual effect,as well as the problems discovered in practice.Moreover,the author put forward the corresponding suggestions and improvement measures,so as to maximize the role of public security informationization to solve the current heavy work public security police.The purpose of this paper is to provide useful references for the informationization construction of Harbin Police Bureau and to make some explorations on innovating and perfecting the theoretical system of public security informatization construction.In the course of researching the informationization construction of Harbin Police Bureau,the author found several issues.Firstly,its level of integration of information resource is low and its sharing ability is poor.Secondly,there are barriers in data sharing between the police departments and the units.Thirdly,the operation mechanism of informationization is far from perfect.Lastly,the police officers’ information awareness is not strong enough.For the above situations,the author suggests several measures for the informationization construction of Harbin Police Bureau,such as:strengthening data analysis and upgrading the degree of information integration;breaking data barriers between departments and bureaus;training more information technology professionals and establishing professional data analysis team;improving the operational mechanism of police informationization construction;ensuring the basic information quality;ensuring information’s security.
