The Transformation Of Government Functions Under The Background Of Innovation Driven Development Strategy From The Perspective Of Policy Tools

With China's rapid economic growth from high speed to medium and high speed growth,so-called the new normal mode of economy,the traditional driving force of economic growth from investment,consumption and import and export transfer to technology innovation driven,and government policy focus from stimulating demand to improve the supply,which raised the development strategy of innovation driven by technology and independent innovation,which drive system of industrial upgrading and adjustment of economic structure.Within the implementation of development strategy in innovation driven,government functions implementation and transformation plays an important role for the implementation of innovation driven development strategy,generally means the transformation of government functions is the reform of the administrative system,the relationship between government and market adjustment,policy innovation,existing research have more achievements in the administrative management system reform and the political relationship adjustment,but from the perspective of innovation policy tools as the connection of innovation driven development strategy and the transformation of government functions is lacked,this paper develops a problem oriented study based on this idea.Combined with the collation and analysis of previous studies,this paper tries to put forward a three-dimensional framework of innovation driven development,innovation policy and the transformation of government functions to carry on the connotation analysis,firstly,we use the relationship between government and market theory,institutional change theory and intergovernmental relations theory to prove the necessity of innovation driven development strategy under the transformation of government functions.Secondly,the transformation of government functions is divided into logical dimension and tool dimensions,and so on the logical dimension unfolded from the three dimensions of the upper and down,the right and left,the front and back,the tool dimension starts from three aspects of supply,demand and environment,formed the connotation of the theory-innovation tool-research framework of 3D transformation logic,which means the research idea of this paper is to divide and expand the two macro problems of innovation driven development and government function transformation based on innovation policy tools as incision and perspective,then on the basis of the qualitative analysis of the whole research ideas and analysis principles,the content of the research framework is expounded.On the whole,this paper follows an evidence-based analysis.the theory of evidence-based analysis emphasizes on the construction of the theoretical framework and the verifiability of data analysis and conclusion.therefore,On the basis of framework qualitative analysis,this paper makes a qualitative analysis of the special policy text of innovation driven development under the subject view.A number of research shows,The research shows that the conclusion of qualitative analysis is contained in the boundary of the research framework on the one hand.On the one hand,the results of text analysis also show novelty.At the end of the article,the policy recommendations in the framework content analysis are summarized,and the limitations of this study are also discussed.
