Research On The Ice And Snow Sports Development Policy Texts In China From The Perspective Of Policy Tools

Since winning the right to host the 24 th Winter Olympic Games in 2015,China’s ice and snow sports have entered a period of rapid development.In order to welcome the arrival of the Winter Olympics and build a strong country in ice and snow sports,China has promulgated a number of relevant policies to promote the development of ice and snow sports at the national level.Since there are few research results in the field of ice and snow sports in China,and the gap between the development of ice and snow sports and traditional ice and snow powers in China is large,it is particularly necessary to analyze the policy text of ice and snow sports development at the national level in China from the perspective of policy tools,and put forward optimization suggestions according to the analysis results.This study uses literature method,text analysis method and other research methods to construct a three-dimensional analysis framework including the dimension of policy tools,the dimension of value judgment of ice and snow sports,and the dimension of policy subjects from the perspective of policy tools,and uses this framework to quantitatively analyze the development policy texts of ice and snow sports promulgated in China from 2016 to 2022.It is found that from 2016 to 2022,China’s ice and snow sports development policy texts have the advantages of good coordination of policy formulation subjects,strong policy continuity,and rich types of policy texts.However,under the framework of three-dimensional analysis,it is found that there are the following shortcomings in China’s ice and snow sports development policy texts from 2016 to 2022: first,in the dimension of policy tools,environmental policy tools are overflowing,supply-oriented policy tools are insufficient,and demand-oriented policy tools are missing;second,in the dimension of value judgment of policy tools and ice and snow sports,the value judgment elements are not coordinated,and the distribution of policy tools is uneven;third,in the dimension of policy tools and policy subjects,government subjects are overly dependent,and the use of policy tools is not coordinated.In order to further improve China’s ice and snow sports development policy,according to the above shortcomings,the following suggestions are put forward: first,optimize the structural combination of internal elements of policy tools;second,promote the effective integration of policy tools and value judgments of ice and snow sports;third,improve the degree of matching between policy tools and policy subjects.Based on the perspective of policy tools,this study introduces the unique entry point of ice and snow sports value judgment,and combines the dimension of policy subjects to form a logical path and three-dimensional analysis framework of "policy tools--ice and snow sports value judgment--policy subjects",which provides a new perspective for the research of ice and snow sports development policy texts in China.At the same time,this study uses quantitative analysis methods to conduct single-dimensional and double-dimensional cross-analysis of China’s ice and snow sports development policy texts,and strives to reveal the structural problems existing in China’s ice and snow sports development policy,and provide new ideas for China’s ice and snow sports development policy research.
