Research On The Elderly Care Service Policy Of Jiangsu Province From The Perspective Of Policy Tools

Solving the problem of providing for the aged is an important part of achieving common prosperity and an important embodiment of the social governance ability of governments at all levels.In particular,the situation of population aging in Jiangsu Province is severe,the demand for elderly care services is diversified,and the existing policies have been difficult to ensure the balance between supply and demand of elderly care services and the quality of elderly care services.Therefore,it is necessary to further explore the problems existing in the policies and optimize the top-level system design,so as to promote the high-quality development of elderly care services.Based on the policy tool theory and public governance theory,this paper uses the content analysis method and text mining method to build a three-dimensional analysis framework around the participants,policy objectives and policy tools,and analyzes 68 policies related to elderly care services issued at the provincial level in Jiangsu Province from 2000 to 2021.The research reveals the overall situation of the elderly care service policy in Jiangsu Province through the investigation of the policy evolution process,text carrier,Document Issuing subject and policy theme;Based on the three-dimensional analysis framework,this paper deeply analyzes the content of elderly care service policies in Jiangsu Province,and makes statistics on the use of various policy tools,their use in different policy objectives and the participation of relevant subjects.The study found that the number of elderly care service policy documents issued in Jiangsu Province generally showed a fluctuating growth trend,the degree of cooperation between different departments continued to increase,the text carriers tended to be diversified,and the policy themes gradually became three-dimensional and diversified.However,there were still insufficient coordination and cooperation among the issuing subjects,uneven distribution of the overall structure of policy tools,and lack of attention to the social participation and intelligent elderly care of the elderly,The vitality of policy participants needs to be further stimulated.Then it analyzes the causes of the existing problems in the use of policy tools from five aspects: the characteristics of policy tools,the path dependence of the choice of policy tools,the application environment of policy tools,and the adaptability of policy objectives and policy tools.In view of the above problems,this paper puts forward corresponding policy optimization suggestions.First,establish a cross departmental coordination mechanism to strengthen cooperation among policy makers;Second,we should give full play to the unique advantages of policy tools and optimize the use structure;Third,mobilize resources outside the government and enrich the policy toolbox;Fourth,enrich the application of policy tools in the social participation and smart elderly care of the elderly.
