Research On The Practice Of Wusheliandong In Grassroots Community Governance

Since the party's 18th National Congress,new progress has been made in social governance.Secretary Xi Jinping stressed that it is necessary to strengthen the innovation of the social governance system and implement the governance focus on the governance of urban and rural communities.Under this background,the Hefei Municipal Civil Affairs Bureau began to plan and guide the overall situation.Based on the previous "sansheliandong",it established the concept of "wusheliandong" and formed the coordination of government departments,neighborhoods,and community levels.Effective mechanisms have initially achieved the combined effect of linkage.This article takes the F community as an example to analyze and explore the achievements in the implementation process of "wusheliandong" and to refine the practical experience from it,analyze its shortcomings in the practice process and-propose corresponding optimization strategies to promote "wushe".The linkage mechanism has been better developed,and at the same time it has provided some reference for grassroots social governance in other regions.The first part of this article combs the relevant policies on grass-roots social governance in the 18th National Congress of the Communist Party of China,summarizes the relevant research results of academic circles on the "sansheliandong"and "wusheliandong" and analyzes the representative regions in China"sansheliandong" and "wusheliandong",and briefly introduces the basic situation of Hefei Social Governance Innovation Linkages from "sansheliandong" to"wusheliandong" Important innovative significance of the mechanism.And briefly introduces "citizen participation theory" and "democratic governance theory" as the theoretical basis,as an analysis framework for the innovation of grassroots social governance of " wusheliandong " in F community.The second part summarizes the current situation of grassroots social governance in F community,analyzes the mechanism of " wusheliandong " in two typical communities of L district and KY district in Vanke,summarizes the practice results of the " wusheliandong " in two residential areas Differences and causes.The third part discusses the positive experiences formed in the practice of the two residential areas,such as multiple subjects participating in grass-roots social governance,intelligent means in community autonomy,project operation,promotion path of "basic service + service improvement + special service".However,due to the"wusheliandong " is a new attempt,there are also obstacles in the process of grassroots social governance,such as incomplete linkage mechanism,residents'participation needs to be improved;lack of social governance talent,the urgent need to recruit and train;community social organization incubation And development is limited.Finally,based on the above analysis,the author attempts to put forward the optimization path of the mechanism of " wusheliandong" improve the linkage mechanism and promote the process of community democracy;cultivate and excavate community governance talents,build volunteer service team;individualized project services according to local conditions;Function,play community service center.This will further promote the innovation and practice of the "wusheliandong" mechanism in F community development.Through the core concepts of democratic governance and civic participation and the value goals,the " wusheliandong " can make bold efforts to carry out innovative practices and promote social governance at the grassroots level.
