Problems And Countermeasures On Grassroots Governance In Shenzhen City Longgang District

Grassroots governance is the important content and the basic requirements of grassroots democratic politics construction in China, the level of development of grassroots governance to some extent reflects the overall level of development of the city society.In recent years, with the development of city and city construction in full swing and gradually emerge in an endless stream, all kinds of new situations and new problems, the old city grassroots governance system has been unable to adapt to the rapid development of modern city, can not meet the basic requirements of city residents autonomy. Due to the gradual disintegration of unit system and street system, the community become a new unit of city grassroots governance, the burden of community is growing, which makes the city grassroots governance face many challenges and difficulties. In this context, be imperative for management system reform at the basic level of city.Shenzhen City Longgang District, as the largest city area in Shenzhen City,, and achieved certain results in the urban grassroots governance practice, but is still facing some practical difficulties, need to further reform and perfect. This article mainly has carried on the analysis to the existing problems on grassroots governance in Longgang District of Shenzhen City, and puts forward the path to improve it. The article is divided into five parts: The first part is the introduction. The second part is the related theories, this paper defines and explains the concept of grassroots governance, and clearly the theoretical basis of grassroots governance, including governance theory, new public management theory, the theory of civil society. The third part is the analysis of the problem, through the investigation and case study, focuses on the analysis of the current situation of grassroots governance in Longgang District of Shenzhen city and the existing problems, mainly include: grassroots self-governing organizations administrative tendency is obvious; the mechanism of community autonomy is not perfect; community service mechanism is not perfect; community governance funds operation difficult; community resource sharing problem. The fourth part is the experience for reference, analyze and summarize thehistorical changes of China’s urban grassroots governance system, draw lessons from three foreign developed countries and three areas in our country on grassroots governance experience, and provide a reference for the practice of grassroots governance in Longgang District of Shenzhen City. The fifth part is the countermeasures:according to the existing problems on grassroots governance in Longgang District of Shenzhen city put forward corresponding measures of improvement, standardize the community operation mechanism; improve the ability of grassroots self-government; to perfect grassroots service system; the implementation of the guarantee mechanism of funds; the integration of various resources in the community.
