Study On The Community Governance Mechanism Of Wusheliandong Of Y District In Guangzhou

In recent years,China attaches great importance to the innovation of social governance.The report of the 19 th National Congress of the Communist Party of China proposes to build a social governance pattern of co-construction,governance,and sharing.In the community of social governance,the community is the most basic cell that forms society,and community governance innovation is the most fundamental foothold to promote social governance innovation.In this context,Guangzhou launched a pilot project of "sansheliandong" in 2016 in Guangzhou,and Guangzhou Y District creatively introduced two elements of community enterprises and community funds based on the "sansheliandong" A coordinated and coordinated model of communities,social workers,social organizations,community enterprises,and community funds has been formed,and the "wusheliandong" community governance model has achieved initial results.This article takes Guangzhou's Y district as the research object,and uses the theory of polycentric governance and social capital as the theoretical basis to build the research framework of this article.It uses in-depth interviews,questionnaire methods,and comparative methods to study the "wusheliandong" community governance.The dissertation first systematically analyzes the origins,practices,and results of the "wusheliandong" community governance in Guangzhou's Y district,and then analyzes its existence,such as the lack of initiative of community neighborhood committees,the difficulty of the professionalism of social workers,and the sustainability of community fund-raising Weakness,inefficient use of community funds,single type of social organization,insufficient participation of community residents,and analysis of its underlying causes.Based on the advanced experience in community governance at home and abroad,we finally proposed to promote community workload reduction and define the role of social workers.Measures to improve the "" wusheliandong "" work in Y district,such as broadening financing channels,standardizing community fund management,establishing community party volunteer team members,introducing professional institutions,and establishing community resource exchange models.
