Chinese Government's Attention And Changes In Agriculture Related Issues

As a large agricultural country,the issue concerning "agriculture,countryside and farmers" has always been an important issue of economic and social development in China.Understanding the issue of agriculture,rural areas and farmers is crucial to understanding the whole picture of China.The government work report is the official text of the central government.This text is not only a summary of the past work of the central government,but also a plan for the central government to work in the future.It is a good reflection of the attention distribution of the national level to the problems of the national economy,political development and social governance.By analyzing the text changes in the government work report from 1954 to 2018,we can understand the attention distribution and policy orientation of the country in this regard.Herbert A Simon believes that in an era of information overload,the blowout information will consume the attention of the recipient,so the attention is more vulnerable to the stimulus of information.We suppose that the change of policy is mainly due to the change of attention.In this paper,the proportion of text of the issue concerning "agriculture,countryside and farmers" in the government work report is used as an indicator of the attention.In addition,this paper extracts the keywords through the NLPIR,and analyzes the focus of attention at different stages through the extraction of key words.This paper describes the three stages from 1954 to 1978,1979 to 2006 and from 2007 to 2018.In addition to 1960,the ratio is in a relatively stable state.The issue is an essential part of the government work report.The key point is to gradually shift from agriculture to rural construction and farmers' life.This change is closely related to changes in economic development and social background.
