The Impact Of Government Action On The Income Of Farmers

Solving problems facing agriculture rural areas and farmers, especially raising the income of farmers, are not only the important task of building a well-off society in an all –round way, but also the key to realize the objectives of the well-off society. These problems are not only the important work of government, but one of the focuses in theory research. Recently, many scholars continually have explored the answers, and pointed out some policy suggestions.The government behavior was explored in this paper, were mainly because as follows:The first, problems facing agriculture rural areas and farmers, especially the situation of farmers' income, were correlated with the natural reasons and the behavior of government in a long period, such as the behaviors of economic structure development strategy economic policy concept of development and etc.The second, to solve problems facing agriculture rural areas and farmers, we should jump out of the restriction of only focusing in the problems. We should do research in standing at the angle of national economy; according to the new thought of making overall planning for urban and rural economy; accelerating the strategic adjustment in agriculture economic structure; deepening the reform of rural areas; strengthening the support and protection in agriculture. The government should have the responsibility.The third, some scholars recently argued that the government should at its best to get out of the field of rural economy, so that the procedure of marketing would be short. But I thought that China is a developing country which is in a procedure of economy shifting. Under the situation that the market economic structure has not been finished to set up, the government is and will be making the key role in the agriculture economy development. Since the situation of agriculture and rural areas in China, the impact of entrance the WTO for agriculture, the government should strengthen the macro-control system in agriculture economy support and protection in agriculture.The fourth, although some scholars had paid attention that the government behavior had important role in rural economy and the income of farmers, they researched and analyzed only one or two kinds of behaviors of government before. In my point of view, we are short of the system and all-round research about the government behavior how affects problems facing agriculture rural areas and farmers, especially the income of farmers. So I tried to explore the relationship between the government behavior and farmers' income, base of thinking that the government has the responsibility and important role in solving the problems facing agriculture rural areas and farmers especially increasing the income of farmers, and believe this research will do some help for the government to select and adjust its behavior in the future.The viewpoint of theory and the extent of research in this paper:At first, this paper deeply analyzed the essence of the problems of agriculture rural areas and farmers. It argued that the problem of increasing the income of farmers was central embodied the problems of agriculture rural areas and farmers, and believed the government behavior was the key factor which affected the income of farmers.At second, since the problems of agriculture rural areas and farmers in China which had been formed in a longer history period, this paper explored it at the background which was the time after 1978, and the police economy and culture were shifting. It also explored the developing procedure of the problems and analyzed the reasons how the problems formed at the basis of economic structure developing strategy and system are being changed. At third, in the research of how the government behavior affected the income of farmers, this paper paid more attention to not only the system and strategic thoughts, but also the relationship of income distribution between the government and farmers.
