The Managing Methodology Of Modernization From The Basic Level Government Of China

Since the Communist Party of China first proposed the modernization of national governance system and governance capacity in the third Plenary Session of the 18 th CPC Central Committee,the modernization of national governance has aroused widespread concern.For the critical period of socialist development with Chinese characteristics,the modernization of national governance is the fifth modernisation after the four modernizations,and it is a profound governance transformation.As the basic support for national governance,governance at the grass-roots level is an important part of it.The development of governance modernization at the grass-roots level affects the overall effect of national governance modernization.Therefore,this paper Chinese nineteenth National Congress of the Communist Party for the modernization of national governance on the basis,comprehensively analyzes the development of governance theory,analyze the connotation of government governance,summarizes the concept of governance and government governance,the grass-roots government is defined as China's township governments and neighborhood offices.And summarize the functions of the grass-roots government.This paper argues that the modernization of grass-roots government governance is manifested in the modernization of ideas,systems and capabilities,so as to summarize the characteristics of the government at the grass-roots level,namely democratization and rule of law,scientization and institutionalization,standardization and procedure,diversification and informatization.On the basis of understanding the status of the local government in the Chinese government and the real connotation of modernization,we should vigorously promote the modernization of the governance at the grass-roots level in our country,which is of great significance for promoting the modernization of national governance,promoting economic development,realizing democracy and rule of law,and improving people's livelihood.There are still some problems at the present stage of China's local government management in the process of modernization,hinder its development,these problems include: lack of awareness of basic government services;the coexistence of offside,dislocation of local governance;local government management is inefficient and single;the quality of the grassroots government staff is low.At the same time,the causes for these problems are explored,up to five points,which are inherent in the concept of the shackles of the grass-roots government;grass-roots government functions is not clear;the innovation ability of grass-roots government reform is weak;the grass-roots government selection,assessment and supervision mechanism is not perfect;the rule of law government construction is not perfect.Through the analysis of the above problems and reasons,according to the actual situation of our local government,from the four aspects of concept,system,ability and system,put forward the countermeasures to solve the problem of the existence of local government management modernization in our country,the concept of the main level,starting from the staff,foster the rule of law thinking.From the beginning of the citizen,we should strengthen the consciousness of political participation and stimulate the interest of participation.For the system level,we should clarify the power and responsibility between the departments and establish the governance platform for the modernization of the grass-roots government.For the level of capacity,strengthen the integration capacity of all departments of the grass-roots government,and improve the ability to standardize the allocation of resources.For the institutional system,we need to improve laws and regulations,improve the system of supervision and assessment staff,and strengthen the overall quality of staff at the grass-roots level.To achieve the modernization of the grass-roots government governance,better promote the modernization of national governance,the early realization of the great rejuvenation of the Chinese nation.
