Study On Modernization Of Basic-level Party Organization

Modernization of basic-level Party(CPC) organization is a new statementbased on the theory of political party modernization which has practicalsignificance and guiding action in China. The theory of political partymodernization argues that the progress of modernization of human societyrequires political modernization, and the widespread party politics decides thatpolitical party should get itself modernized to adapt the trend of politicalmodernization. The decisive role which CPC is playing in leading China’sdevelopment progress stresses the importance and urgency of the modernizationof CPC. The theory of political party modernization has two points of support:political Legitimacy and political scientificity. The basic-level organization ofCPC are undertaking the important task of building and maintaining close tieswith the masses, and facing various problems in complex environment at thesame time, which requires universal analysis on these problems, andmodernization of basic-level Party(CPC) organization exactly provides a way toanalyze such problems. In this perspective the lack of political legitimacy andpolitical scientificity become the cause of dysfunction of basic-level Party(CPC)organization: the decrease of support from ideology, democratic procedure andachievement leads to the lack of legitimacy meanwhile unscientific organizationsetting, mechanism setting and method of work gives rise to lack of politicalscientificity. Therefore to accomplish modernized construction of basic-levelParty(CPC) organization by remolding political legitimacy and promote politicalscientificity accordingly is an effective way for CPC to promote working abilityand consolidate governing foundation.
