Research On Status And Improvement Measures Of Executive Ability Of China Basic-Level Government

Regardless of private enterprises or public departments represented by government , there are more or less issues in executive abilities. The occurrences in our public management fields show that there are many problems in our executive ability for governments at all levels, especially for basic-level governments, which greatly affects the implementation of the policy and the statute of our Party and government. In return it hugely decreases the executive efficiency and destroys the image of our Party and government as well. Thereby, how to improve the governmental executive ability is increasingly analyzed by academic circles and government departments. This paper mainly concentrates on basic-level governments as the studying objects on the basis of the background, focusing on finding the measures of improving governmental executive ability through analyzing and explaining the concept and connotation of executive ability. Expounding the current status, problems that have existed and factors that continue to affect governmental executive ability, combined with successful experiences of local executive ability in certain areas and Singapore's practical experiences of governmental executive ability.This paper contains seven chapters.Chapter One, Introduction, mainly focuses on the background and significance of the research, the current studying status at home and abroad, contents and methods of study.Chapter Two, The academic support of the research, highlights the concept and elements of governmental executive ability and relative theories of existing research. Such as Collective Action Theory, System Theory, Principal-Agent Theory etc., which are referred.Chapter Three,Exploration of the formation of domestic governmental executive ability, analyzes the successful measures and achievements taken by some local governments like Dongcheng district of Beijing, Bao'an district of Shenzheng, Huangyan district of Taizhou city and Haining city, which are in Zhejiang .Chapter Four, Analyzing the Problems that Exist in Governmental Executive Ability and Affecting Factors, discusses the problems that currently exist in governmental executive ability, which are the lack of specific criteria in administrative execution, singleness of execution, non-abidance of the law and a relaxed attitude towards the aspects, and etc.. These are mainly caused by the following factors: non-rational administrative system, serious local protectionism, low quality of public policy, distemperedness of the monitoring system and poor execution.Chapter Five, The Practical Experiences of Singapore's Governmental Executive Ability, introduces the successful measures adopted by the Singapore government in their governmental execution, which can be referred to by our basic-level governmental executors.Chapter Six, Recommendations and Measures of Improving Our Governmental Executive Ability, mainly focuses on improving our executive ability to construct a highly efficient and powerful government by the following measures: reconstructing a highly executive administration, building and completing the benefit adjusting system, improving the quality of decision making, strengthening the monitoring system, constructing a duty-responsible system and fostering a governmental executive culture.Chapter seven, Conclusion, concludes the research and outlines the direction of further research.
