The Sociologic Analysis Of Demonization Phenomenon Of Cheng Guan

Since the Reform and Open,with the deepening of the household registration system,the number of residents in China's cities and towns,especially in the large cities,has increased significantly,while the urban scale continues to expand,the urbanization level continues to improve,the urbanization process is accelerating,the city face has undergone great changes.Since its establishment only 20 years ago,"urban administrative law enforcement department",which is also known as "Cheng Guan",as an important part of urban development,has played an indelible role in the governance of urban order environment.However,the frequent violence incidents caused by the urban management department makes it a controversial government department.As a government official,the members of the urban management department have taken on a lot of complicated law enforcement work,but can not enjoy the corresponding social evaluation and social status.The continuous stigmatization of urban management groups has gradually evolved into a demonization phenomenon of urban management department and its members,which is worth thought about.This paper takes the city administrative law enforcement department of Yangpu District of Shanghai as an example,by means of interview,literature and participatory observation,by combing the contents of the urban management system of Shanghai and Yangpu District administrative law enforcement departments,interviews were conducted with all levels of"Cheng Guan",observing the status of the first-line law enforcement work,and also interviews objects of law enforcement,the ordinary people and the television/newspaper reporters,unifies the media report and literature material,under the angle of structural tension,the study of the phenomenon of "demonize" of urban management is taken into account to clarify the formation logic of "demonized" phenomenon.Through research,this paper holds that the formation logic of "demonized" phenomenon is mainly based on "structural tension",which means that the Urban Management department is in an awkward middle position in the face of all kinds of law enforcement dilemmas,and that all social subjects constantly magnify the phenomenon of demonization of "Cheng Guan",to make it a social fact in the construction of the subjective meaning.The urban management team members have not known how to deal with the puzzle:On the one hand,the system has the internal tension,mainly,the first,the urban administration law enforcement norms will usually be the pursuit of moral public opinion,second,there is conflict between the urban management idea of "stability" and the law enforcement work in grass-root unit,and thirdly,there is still a lot to be corrected in the system design and execution of urban management.On the other hand,there is also a serious conflict between the demand of law enforcement and the need of lower-level people.The "reasonable law" means the law enforcement and the human relationship are hard to balance,more easily let the group of "Cheng Guan" feel at a loss.In short,because the urban administration law enforcement is highly related to the daily life of almost every citizen,once urban management departments cause any problems,is very easy to become a target.In order to solve this stigma phenomenon,to "de-demonization" action path start from the solution of "structural tension",then the urban management department can get due respect.
