In recent years, with the deepening of the process of urbanization in China, the improvement of urban scale expansion and the degree of urbanization makes the population to big cities focus on the influx and urban carrying capacity tends to saturation in the scale of urban resources utilization and allocation efficiency, infrastructure and public service efficiency rate is greatly improved. At the same time, it also brings the city’s disorder and confusion, the city’s public service function in the huge population pressure gradually decline, and led to the conflict zone and the blank area of urban management, conflict prone, multiple. And in terms of the main body of the urban management system, in practice and in the implementation process also appeared many problems, leapfrog growth oriented economic strategy to today’s urban management has brought unprecedented pressure, do not pay attention to the system, comprehensive economic indicators created local government impetuous mood.This paper tries through, Qingpu District, Shanghai City, urban management and Law Enforcement Bureau as an example, through analysis on the present stage urban management law enforcement status, strive to explore a suitable should be under the condition of urban management system reform direction, to further enhance the Chinese urban management law enforcement body image, and gradually establish a long-term mechanism, designing effective policies for China’s urban management administrative law enforcement system innovation, to guide China’s urban management administrative law enforcement practice, implementation of good urban governance.
