A Study On The Emergency Management Mechanism Of CCP Committee System Handling Emergencies In Guangdong Province

At present,China has entered the decisive stage of building a moderately prosperous society.The fifth plenary session of the 18 th CPC Central Committee pointed out China's development is still in the important period of strategic opportunity when it will have bright prospects.At the same time,it also faces many severe challenges,such as contradiction superposition and increased risk of hidden dangers.The conference stressed the profound changes of connotation should be grasped accurately in the period of strategic opportunity and all kinds of risks and challenges should be coped further effectively.Under this situation,emergency management will be more prominent in the work of the party and state governance.How to cope with various public emergencies scientifically,handle major emergencies appropriately and resolve social contradictions and hidden troubles effectively are a vital link to advance the modernization of national governance system and governance capability.With respect to emergency management,predecessors have elaborated a lot.There are already in-depth studies at home and abroad to form a mature theory.However,when discussing domestic “crisis emergency” and “emergency management”,a problem remains to be paid no attention in theory and often ignored in practice.It seems to be valuable to lucubrate: CCP committee system emergency problems.President Xi pointed out “The leadership of CCP is the most essence characteristic of socialism with Chinese characteristics”.When studying the theory and system of emergency management of Chinese characteristics,it is obviously improper to put aside the role of the CCP committee system.In fact,through reviewing the emergency work of domestic various major emergencies(from central to local),it is not difficult to find the role of CCP committee is highlighted in relevant official news reports,especially principals' actions and attitudes of the first-grade CCP committee.It can be seen that CCP committee is not absent,even it plays a more fundamental role in emergency work.From here,we can see whether a set of emergency system or mechanism exist that is relatively independent of government system and serves the CCP committee system.How does the mechanism work? What roles does it play? How the mechanism join and dislocate with government's emergency management mechanism? These problems should be the basic problems in studying domestic emergency management mechanism and system,which have important theoretical value and practical significance.Because of limited vision,the paper intends to make a preliminary study on these problems based on Guangdong practice.The study mainly adopts document analysis,comparative analysis,field investigation,interview and other methods.Guangdong province is taken as the object and the CCP committee system emergency management mechanism is defined from theory and practice.In addition,the connotation,denotation,positioning and functions are discussed and the operation mechanism,roles,effects and deficiencies are analyzed.Besides,the difference and connection between the system and government system emergency management mechanism are explored.Finally,the policy suggestions on work improvement are put forward.
