Our country belongs to the accident prone country, and the current is inthe accident prone period.Emergencyrescue of unconventional emergencymanagement is an important task that the government is facing. How to improve thelevel of emergency rescue, improve the ability of resource integration, reducing theloss of life and property is an important issue faced by our country at present.This article based on the relationship of the emergency rescue management andtime. The key point of emergency rescue resource integration is solving the problemof short time in the process of emergency rescue management. Then proposingsolutions ideas: taking time to change the time, and forming effective resourcereserves before the accident, so resource integration time are shortened after theaccident; taking space for time, and solving the problem of shortage of managementtime by expanding the space of emergency rescue management. The article usedcomparative method, experience method and theory deduction method, and also itused the knowledge of management, administration, sociology and law. Finally putforward emergency rescue resource integration mechanism that is suitable for China’snational conditions on the basis of the combination of theory and practice.
