| In contemporary society,the environment issues have became more and more vital problem that we must face with.The worsening environmental problem have resulted in a growing number of environmental control projects in recent years.The contradiction among practical difficulties,traditional treatment methods and control theory determined the problem of the simple idea who creates pollution who controls has been unable to solve the existing problems.However,it ' s promote the study of environmental governance related legislation.For the environmental issues governance,this paper propose countermeasures and suggestions to improve the legal regulation of public-private collaboration behavior which included in the environmental governance system from the perspective of cooperation between the government and the groups.Referencing the concept of implementation and corresponding legal system,besides,drawing other areas advanced concepts and practices legislation which located in the basic of our legislation are ways to find out the solution.The paper is consist of six parts.The contents are as follows:Firstly,the research background and significance,the research status from home and abroad,the approach and and innovation are included in the first section.The second section systematically reviews the basic theory of environmental governance and public-private collaboration,meanwhile,it is introduce the basic theory of cooperation in the environment management.In the third section,the status and the problems of partnership legal regulation which existing in environmental governance shall be discussed.The fourth section is mainly to describe the inspiration which obtained from extraterritorial areas public-private collaboration system in the environmental governance legislation outside our country.In the fifth section,the paper is trying hard to complete the legal system of public-private synergies included in the environmental governance.The last section is conclusion about the whole substance. |
