The introduction of the preschool education public-private partnership(PPP)model,on the one hand,enrich the present pre-school education resource market,relieves the problem ever pre-school education resources are in short supply and old tensions.On the other hand,it also greatly guarantees the right of education for young children.According to the constitution of our country,citizens enjoy the rights and obligations of education.However,the protection of the right to education of young children is the most important.They are the future of the nation and the hope of the family.Therefore,the normal operation of pre-school education public-private partnership(PPP)mode is essential for the healthy development of pre-school education.However,due to the influence of "official standard" thought,the government still has many legal problems when cooperating with social capital.Such as low level of legislation,irregular administrative procedures,lack of long-term supervision mechanism and relief problems.Therefore,it is of great value and theoretical significance to carry out legal regulation on pre-school education public-private partnership(PPP)in China.Based on the perspective of administrative law,this paper studies the pre-school education public-private partnership(PPP)and its legal regulation.First,we explore the theoretical basis of pre-school education public-private partnership(PPP).In light of the current in the field of academic field and practice field to explore controversial,therefore,this paper synthesizes the words on the basis of the preschool education public-private partnership(PPP),the concept,legal attribute and discusses the theoretical basis of law and regulations.Secondly,By reviewing the current practice of pre-school education public-private partnership(PPP)in China,this paper analyzes the significance of pre-school education public-private partnership(PPP)in China's development and the deficiency in the development process.Then,combined with education equity concept and national responsibility theory,the value of pre-school education public-private partnership(PPP)legal regulation is analyzed.In addition,since pre-school education public-private partnership(PPP)is only one of the application forms of public-private partnership(PPP).Based on the current situation of public-private partnership(PPP)legal regulation,this paper analyzes the existing problems in the legal regulation of pre-school education public-private partnership.Problems such as low legislative level,irregular administrative procedures,lack oflong-term supervision mechanism and relief problems.It is precisely because of these problems that the government has increased the risk of cooperation with social capital partners(PPP).Especially in the pre-school education public sector.In the end,the paper puts forward some Suggestions on improving pre-school education public-private partnership(PPP)regulation.This will help to build a harmonious public-private partnership(PPP)relationship,and on the other hand,it will help promote the development of pre-school education.
