Research On Improving Intergovernmental Cooperation Mechanism Of Public Environmental Governance In China

China’s public environment problems are conspicuous in current, such as air pollution, and public environmental needs are not being met. As the environmental public affairs programmer and the governance subject of public environment, the government must deeply analyse the reasons behind the current environmental issues, then undertake public environmental governance responsibility. In the public in environmental governance, local government is faced with the contradiction between regional environmental integrity and territorial environmental public governance fragmentation. The cooperation of local governments on environmental public governance becomes the meanings of public management. In view of this, on the basis of theoretical analysis, starting from the key mechanism of regional cooperation in public governance, this paper has designed and improved the government public environmental service regional cooperation mechanism, including the operational principle and regulation on theregional cooperation of the local governments, and related mechanism that promote the cooperation. Through the demonstration, promote the government cooperation in the public environmental governance; improve efficiency and quality of local government public governance; improve the quality of the environment and meet the basic environment needs of the public.This paper adopts the research approach of putting forward questions, forming and arguing for the hypothesis, and drawing conclusions. Each chapter is also following this logic to arrange. This paper includes the following parts. Firstly, the introduction, which put forward to explain the background and basis of topics, analyses the research status at home and abroad, determining related concepts, clear the research content and the research methods, clarify the theoretical and practical significance of this paper. Secondly, the part is to perfect the mechanism. By analyzing the current situation and problems, this chapter expounds the mechanism of government cooperation in the field of public environmental services. And through comb the mechanism, analyze the corresponding organization system, regulation, and implementation mechanism; then improve the government’s public governance regional cooperation mechanism. This part is the main part of this paper. Thirdly, the part is the demonstration part of mechanism, respectively from the three aspects of scientificalness, validity, applicability to expound and prove government inter-public governance regional cooperation mechanism’ determining mechanism, regulation selection and realization of the design. Among them, the scientificalness is demonstrated from the government’s public environmental governance regional cooperation mechanism objectivity, whether reflects the objective reality; the rationality is demonstrated from value rationality of rational mechanism; the applicability is starting from whether can meet the characteristics of public environmental governance. The fourth part is the conclusion part, summarizes the conclusions. At the same time, pointed out the shortcomings of the study and the research direction in the future.
