In the view of political sociology,politics is not a simple operation of the power and system,but the political life formed by the constant interaction between person and the system,which determines grasping the power and the system is important,but understanding and grasping the reality of political life is of more importance.To a large extent,China's achievements are the results of political elites at all levels undergoing and promoting the top-level system design,especially since the reform and opening up.They have become the focus of the domestic and foreign discussion and research,among which research on political elite has gained quite good harvest.But because of many mayor promotion results and the difficult sequencing process,the fruit to study the political elite level as mayor is relatively small.While the mayor is a typical representative of China's local government leader,is also the core actor in the process of urbanization,and can reflect the direction of the transformation of local leading cadres from the changes of its population characteristics.Therefore,according to the background of our country,the paper raises the question on the basis of the study,puts forward the research hypothesis through literature analysis,and aims to explore the group characteristics the prefecture-level mayors and factors of their promotion.Under the background of the modernization,democratization,and legalization development of the cadre selection system,the paper chooses prefecture-level mayors from2005 to 2017 as the object and takes the human capital,social capital theory and the selection mechanism as a systematic theoretical model,using the methods of content analysis and quantitative analysis,to analyze under political environment interacted by institutional and non-institutional factors,how mayors apply their own human capital and social capital to achieve a good integration with the current selection mechanism,so as to get a promotion.To explore the interactive process between prefecture-level mayors' promotion and selection system during different transition years,in order to verify the implementation of Deng Xiaoping's Four standards set for leading cadres guiding ideology and China's selection and appointment of leading cadres regulations in the past thirty years.Through the horizontal descriptive analysis and vertical evolutional analysis of the group characteristics of prefecture-level mayors,several characteristics are as follows: first,in terms of age,prefecture-level mayors as the whole is transiting to the young;second,in gender,the proportion of women has increased,but the proportion of men and women are still poor;third,in the aspect of party standing,with the trend of younger age,party standing has a younger trend;fourth,in place of origin,the promotion advantage of Central China has been replaced by East China;fifth,in education,higher education has become the normal group characteristics of mayors,but most of the high degree is obtained by on-job way;sixth,in the professional background,shift from technocratic to economic management bureaucrat;seventh,in occupation experience,a certain occupation experience as secretary,of the Communist Youth League system,organization department,economy department,and department of college holds a high proportion,and most of them show a growth trend.In terms of career path,the number of people whose growth path is grass-roots growth type and mixed path type shows an increasing trend.From the point of promotion factors,in factors of human capital,age and party standing have a significant correlation with promotion result;in the factors of social capital,the experience in Communist Youth League system,University Institute and their preservice dependency have a significant correlation with promotion results.
