As the theory of human capital becomes more sophisticated, and more widely applied in correlative empirical study, factors about human capital including quantitative level, qualitative statement, structure, distribution, efficiency have become the vital basis and content for academic study and decision-making management. So how to scientifically measure the level of a country's human capital becomes more and more significant and urgent. Purpose of this thesis is listed as follows. First of all, it establishes a scientific system for the measurement of human capital level. Secondly it proposes a rational correct and feasible method for human capital measurement. Finally it evaluates and analyzes the level of current Chinese human capital. The system & method are based on the characteristics of people's demand for the human capital information as well as the data provided by the current Chinese statistical processing system.The study is divided into two parts. In the first part, relevant theories are reviewed. Based on the theories, we identify the objective, content and method for measurement of human capital. The second part reports the result of the empirical study of the human capital level in the China, according the measuring system and method proposed in the first part.The study has made three contributions to the field of human capital measurement.First, it clarifies the logical thoughts in the evaluation of the level of human capital, which argues that the level of one country's (zone's) human capital are reflected in the three correlative levels, namely investment, accumulation and operation. And the decisive factor is the amount of human capital investment, because there is no possibility to form big accumulation of the human capital without the investment of it. And as a result there would be no the affluent human capital put into operation and production. At the same time, a big amount of the human capital investment is not necessarily leading to the big accumulation of it. So it is still an uncertain factor about the actual amount put into operation and production even with the given amount of the human capital accumulation. The level of one country's (zone's) human capital ultimately shows in the operating level of it, which is controlled by the investment level and its corresponding accumulation level of human capital. So the level of one country's (zone's) human capital should be described and reflected on three layers, that is, investment level, accumulation level and operation level. And the quantity of these three layers (including the total amount and the structure) reflect the static level of a country's (zone's) human capital, meanwhile their corresponding efficiency ( including the efficiency of "investment-accumulation" sector, the efficiency of "accumulation - operation" sector, the efficiency of "operation—production" sector)mirror the dynamic tendency of a country's (zone's) human capital.
