With the deepening process of the Reform and Opening-up, the comprehensively deepening reform of the era of China's economy has arrived. Reform needs innovation,innovation needs talents, and talents need cultivation and promotion;but a serious shortage of technicians cannot satisfy the current demands of the reorganization of domestic economic structure. As the main force of socialist modernization drive, the new-generation migrant workers have some problems in status of professional quality and human capital. Which will directly affect China‘s process of industrialization and urbanization and achievement of the big country of human capital.Combined with the theory of human capital, this thesis shows four current situations through the nationwide sample survey on the basis of nationwide sample survey; About 60% of the new-generation migrant workers have the degree of junior middle school or above;less than 30% of the new-generation migrant workers have participated in vocational training;the percent of new-generation migrant workers' social security is still in the low level;the new-generation migrant workers migrates frequently and the accumulation of human capital is lacking in sustainability.Meanwhile, the enhancement of the new-generation migrant workers' human capital also face many obstacles: the unclear consciousness of investment responsibility from government,enterprises, social organizations, families and individuals,and the slowly efficient accumulation of human capital;the imperfect mechanism of social security,educational training and market; the professional training of human capital lacking in effective supervision and management system.Through the research, this paper also finds that the China's human capital of new-generation migrant workers presents the following similarities and differences from four aspects——education, training, health care, migration. Similarities:(1)From the perspective of human capital's investment, whether it is the government,enterprises, social organizations, or the family and individuals, all have the lack of investment in human capital of new-generation migrant worker from four areas.(2)From the overall level of human capital, whether it is education, training, or healthcare and migration flows are at a low level.(3) From the return period of investment,it all demands a very long time to get the return no matter which area we invest from four areas. Differences:(1) The investors' attitudes to human capital's four areas will have a direct impact on four areas' unbalances. In comparison, people often tend to pay more attention to the human capital's promotion of education and vocational training instead of the human capital's investment of health care and migration.(2) In the four aspects of human capital, the leading role of educational human capital is obvious. Generally speaking, the level of educational human capital will directly influence the human capital's improvement of vocational training, health care and migration.Based on this research, this paper puts forward to the theoretical framework of the human capital's promotion of new-generation migrant workers. In summary, this paper clearly points out that the prospective promotion of human capital needs to rely on the government, while government,enterprises, social organizations, families and individuals should cooperate with each other to create a benign loop path of human capital's promotion. At the same time, in order to create a positive atmosphere of human capital's promotion, the government must improve its basic service functions,enterprises must improve their strengthening functions, social organizations must improve their auxiliary functions, and families and individuals must promote their collaborative initiatives.
