On The Reasons Of Formulating And Interrupting For The Routes In The 8th National Congress Of The CPC

The 8th National People's Congress of the CPC(hereinafter referred as the 8th Congress of the CPC)was the first national people's congress convoked by the CPC since the foundation of new China and also the start that the CPC acts as the ruling party to guide people to independently explore Chinese socialist construction.As the “8 routes” embodied in this conference achievement,they were not definitely stated in the 8th Congress of the CPC and relevant conference documents.This paper is based on existing document literatures relating to elaboration and conclusion of the 8th Congress of the CPC to define the route of the 8th Congress of the CPC in three aspects: in economy,it insisted in the economic construction policy of anti-conservatism and opposition to a risk policy and stable progress in the comprehensive balance.In politics,domestic principal contradiction has already been changed.The primary mission of national people was to focus on developing social productivity,realizing national industrialization,and meeting people's increasingly growing material cultural demands.In the construction of ruling party,it insisted in the democratic centralism and collective leadership,opposed to personality cult,developed the inner-party democracy and people's democracy,and reinforced the relation between party and the masses.Under the guide of this route,the exploration of Chinese socialist construction road was started.However,the guiding thought of the CPC took place the “left-leaning” error,thus the correct route of the 8th Congress of the CPC started to deviate the original pathway.And the Chinese socialist construction suffered from the serious setback.The reason why the 8th Congress of the CPC could formulate the correct route of comprehensively building the socialist road under the complicated historical situation was that it was determined by international and domestic objective foundation on convoking the 8th Congress of the CPC and formulating the correct route.In addition,primary causes got involved in the following aspects: firstly,central collective leadership successively learned from the 20 th Congress of the Communist Party of the Soviet Union in politics,economy and construction of the ruling party and made the necessary preparation for formulating the correct route of the 8th Congress of the CPC.Secondly,the new party central leading group represented by Mao Zedong took the lead to investigate.On the basis of gathering research achievements of central leaders,Mao Zedong wrote the article named as On the Ten Major Relationships,offering the scientific basis to formulate the correct route of the 8th Congress of the CPC.Thirdly,the CPC leading group maintained the modest and prudent style and fully developed inner-party democracy.And there was the normal democratic life in the leadership,so as to create the loose and active political environment for formulation of the correct route in the 8th Congress of the CPC.Fourthly,guided by motivating all positive factors,this gathered power and wisdom and liberated thoughts,laying a solid foundation on the formation of the 8 routes in the CPC.Unfortunately,this valuable political line has been given up soon after it was just put forward.The main reasons are as follows: first,after the founding of the People's Republic of China,Mao Zedong's guiding ideology changed and he made a subjectivism error.Second,the CPC was short of the necessary ideological preparation and experience accumulation for comprehensive socialism construction.Thirdly,The eighth national congress of the CPC did not vigorously publicize the political line and mobilize the masses.In addition,people at that time had a misunderstanding of the policy of intellectuals,which makes the political line of Eighth national congress of the CPC lack of a broad mass basis and necessary social foundation.Fourthly,inner-party democracy system was not perfect and it was lack of the necessary constraint and supervision mechanism,resulting in prevailing personal arbitrary decision.The collective leadership was destroyed.The inner-party life became abnormal.Fifth,some thoughts in 8 routes of the CPC might be not proper since they were formulated.In the end,the negative influences of the Soviet Mode restrained the exploration of the 8th Congress of the CPC on the socialist construction.However,it is undeniable that the correct route of the 8th Congress of the CPC indeed conformed to the China's national condition at that time.It has had the spirit of innovation and guiding significance.
