After the founding of New China,the historical status of the Communist Party of China has changed,and the social environment in which the Communist Party of China has changed has also undergone changes.The focus of the work of the Communist Party of China has shifted from rural areas to cities,from the seizure of power to the restoration and development of the economy.These changes have all placed higher demands on the ranks of the communist party of the Chinese Communist Party.How to establish a cadre with a culture,ability,accountability,and responsibility is an important challenge for the Communist Party of China after the founding of New China.The Chinese Communist Party adopted the Reorganize existing cadres,absorb and train new cadres,and establish a high-quality cadre team to adapt to new developments and requirements.This article tries to analyze and summarize the experience and lessons of the three years of the cadre management thought and practice of the founding of the People's Republic of China in order to provide corresponding reference for the management of contemporary cadresFirst,challenges facing cadre management in the early days of the founding of the People's Republic of China.From a macro perspective,the CCP's historical status and shift inthe focus of its work put forward higher requirements for the cadres' ideology,style,knowledge structure,and business capabilities.From the perspective of the construction of the cadre team itself,in the early days of the founding of the People's Republic,the ranks of cadres presented problems such as insufficient quantity,low overall quality,lack of management knowledge and experience,and the existence of empiricism and dogmatism.As far as the management of cadre ranks is concerned,in the early days of the founding of the People's Republic of China,the CCP encountered the problem of how to handle the problems between new and old cadres,party members and cadres and non-party cadres,how to deal with the alternation of old and new cadres,and how to manage the cadres in an institutionalized manner.Second,the main contents of the cadre management ideology at the beginning of the founding of the country.From the aspects of the selection and deployment of cadres,the cultivation and education of cadres,and the cadres' review and supervision ideology,the three aspects are elaborated.The selection of cadres adheres to the principle of "having both ability and morality," and adheres to the principle of "weakening,not lacking,and lacking indiscriminately." The nationwide adjustment of cadres is carried out.The cadres are equipped with the focus on the production departments such asthe financial department and factories and mines.The education of cadres pays attention to the cultural education of workers and peasants,pays attention to the theoretical education of serving cadres,and pays attention to the ideological education of intellectuals.We will vigorously promote industrial cadres and pay attention to training minority cadres.Disciplinary inspection committees at various levels were set up to supervise cadres,and at the same time,they played the reporting role of the masses in supervision of cadres and the deterrence role of newspapers in supervising cadres.Third,the concrete practice of the Communist Party of China cadres management ideology at the beginning of new China.The Yi Ji Guang Case,Ji Ke Fu Incident and Three Anti Campaign in Wuhan's “Three Anti” Movement include anti-corruption models represented by Beijing and typical anti-bureaucratism represented by Wuhan.Through the establishment of the party school,we will theoretically educate serving cadres,improve the cultural level of workers and peasants through the worker-peasant quick middle school,and educate intellectuals through participation in the short-term intellectual training classes and participation in the land reforms.In the early years after the founding of the People's Republic of China,the principle of “party cadre management” was still adhered to.It is still a highly centralized cadre management model,butit has begun to try to manage cadres at some levels.The cadres' wage system,study system,request reporting system,inner-party supervision mechanism,reward and punishment system were actively explored.Fourth,Evaluation of the management ideology and practice of the junior Communist Party of China during the founding of the People's Republic of China.The ideology and practice of cadre management at the beginning of the founding of the People's Republic of China played a historical role in providing personnel protection for economic construction and development,purifying our party's ranks,enhancing the credibility of cadres among the masses,and promoting the scientific,institutionalized and standardized cadre management,but it is undeniable.The idea and practice of cadre management in the early years of the founding of the People's Republic of China existed in the relatively frequent implementation of political movements,deviations in the implementation of specific policies for cadre management,and differences in the promotion of cadres and other historical limitations.The idea and practice of cadre management at the beginning of the founding of the People's Republic of China are of great significance to the construction of the cadre rank at this stage: emphasis on the training of cadres,leading cadres should play a leading role in modelling,establisheffective supervision mechanisms for the use of power,strengthen discipline construction,and increase cadres who violate disciplines and disciplines.Punishment efforts.
