With the restoration of Sociology and university's recovery of social work programs since1980s, social services have developed rapidly. As well as the development of market economy, implementation of the'separation of government and enterprises'reform policies, the functions of government over the organizations were shifted from managerial to service-oriented. People rely on traditional kinship groups to solve problems increasingly weakening. Supports from the government gradually increased, bringing the return of the functions of social service system. Therefore, the Central Government made an important decision to "build massive social work personnel". Nanshan District, as one of the pilot district, has recruited a team of professional social workers from national wide universities since2007. Thanks to government procurement, the team continues to grow afterwards. The team has been developed for over six years, gradually assumed responsibilities accordingly. At the same time, a few problems occurred, which affects its further development. We need to research and study on the strategies and policies to solve these problems.This essay introduces the existing features, personnel structure, management systems, selection and recruitment system, performance assessment system, remuneration standards of social workers of Nanshan District by conducting various questionnaires and in-depth interviews. It also comprehensively analyzes the current construction problem of the social workers of Nanshan District. It probed the fundamental reason of the problems of the team's overall development from the perspective of social workers. This essay attempts to offer four sets of countermeasures to solve the problems and issues discovered. Among them, the Personal Management is a strategic research on ability, professional ethics, moral evaluation and cognition in the process of procurement and use of social services of the District Government. Organizational Management is a strategy targeted for the development of social workers of Nanshan District as a whole. Social Management is to involve the general government guidance on research and advocacy in the implementation of promoting social service. In the end, the essay adopts the proposals to improve the existing professional growth security system, incentive system and industry security system in order to ensure the effective implementation of relevant policies and strategies.This essay aims to complete the study of the current status of the problems of the social workers of Nanshan District, form management strategies to solve problems and to maintain the development of social workers. It also provides theoretical and practical supports for further development of social undertakings of Nanshan District.
