The European Union as a regional organization, has been attached great importance to vocational education and training to promote economic development, improve the important role of employment, and to strengthen the vocational education and training as an important means to achieve its economic and political objectives. Vocational education and training policy of European Union has distinct characteristics. Study on the system of European occupation education policy, can build system of the advanced occupation education to provide a reference for our country.In 2010 the EU proposed "the EU 2020 Strategy" through " Youth on the Move ", "New Skills and Jobs" education training plan, strengthen the lifelong education and training mechanism, intended to enhance the overall quality of labour in the EU and the innovation ability, cultivate a sense of innovation and innovation capability of the labor force.The paper first discusses the background and content of the strategic framework is. The formation and development of the policy of the European Union occupation education is affecting the development course of EU itself and the corresponding economic, political, cultural, education and population based, thesis will produce the policy of the European Union occupation education social background into economic and cultural background, hope that through the macroscopic analysis to prepare for further analysis.Then the paper specifically analyzes the content and characteristics of the new policy of occupation education and training. Through the "Youth on the Move", "new skills and employment agenda" and other education and training programs to the comparative analysis, summarized the relationship between occupation education training and employment reality and how to use the EU plan training young people to become meet the employment needs of the labor force.Then the paper selects the typical members of EU, such as Denmark, Estonia, France, the implementation effect, Belgium, Bulgaria to elaborate policies, as well as challenges. At the same time from the entire European Union angle to sum up the EU occupation education development present situation and the future should pay attention to the problem.Finally, relates to the policy of the European Union occupation education on Chinese enlightenment. Firstly summarizes the status of China occupation education and the existing problems, such as the society for the occupation education prejudice still more serious, the government occupation education enrollment policy is unfair, the enterprise does not support occupation occupation school education, lack of funds and resources for education, between each other of unfair competition. And then combined with the EU experience presented by increasing the occupation education more attractive, expand the occupation education school type, construction of open type occupation education system, promote the connection between secondary occupation education and the higher occupation education, improve the personnel training system, and other means to improve China occupation education.
