In November 2014,Taiwan issued the General Outline of National Basic Education Curriculum for Twelve Years,which set off a new round of curriculum reform with "core literacy" as the main axis and "achievement of every child" as the vision.With the promotion of national basic education for twelve years,Taiwan's high and secondary vocational education is facing many successive shocks and challenges.In order to solve the problems such as the excessive pursuit of higher education,the increasing gap between students and students,and the serious waste of educational resources,Taiwan proposed the Youth Education and Employment Savings Account Program in October 2016 and formally promoted it in August 2017(hereinafter referred to as the "Program").The focus of this policy is to encourage and assist students to better understand their own personality and interests by means of career planning,so as to promote students' aptitude learning and the return of pragmatic and practical characteristics of Higher Vocational schools.Since the pilot implementation of the Program,good social effects have been achieved.In April 2017,the Ministry of Education announced the Plan for Attacking the Key Points of Education in High Schools(2017-2020)(hereinafter referred to as the "Plan for Attacking the Key Points"),which clearly defined the development goal of popularizing high school education by 2020.Compared with specialty construction and facility renewal,the existing problems of weak,lagging and closed vocational guidance in China's secondary vocational education for a long time will lead to them.The survival and development of secondary vocational education is more difficult because of the factors such as "going to school first" after popularizing high school education.It will be difficult to achieve the goal of classified teaching and teaching students in accordance with their aptitude by popularizing high school education.This means that the mainland will encounter similar educational and social problems as Taiwan.However,the enormous differences between our education system,social culture and vocational guidance education in developed countries determine the extent to which we can draw lessons from and introduce vocational guidance.Taiwan and the mainland of China share the same roots,blood and culture,and Taiwan's policies on vocational guidance are also aimed at coping with various problems arising in the development of high school vocational education after the popularization of high school education.Therefore,this paper expects to evade the problems in the process of development and find something worth learning through the study of "Youth Education and Employment Savings Account Program".This research mainly uses literature research,comparative research and policy analysis methods to sort out and discuss the evolution and development of the Program as thoroughly as possible,to analyze its characteristics and effects,and on this basis to analyze the relevant education policies in mainland China in detail.On the basis of clarifying their respective educational and social backgrounds and policies,we should learn from their effective experiences and practices.Promote the development of vocational guidance in secondary vocational education in mainland China.This study is divided into five parts:The first part is the introduction,which mainly introduces the reasons for choosing the topic,the significance of the research,the current research situation and the research methods,and defines the core concepts.This part based on the existing literature,analyses the policy background,origin and specific promotion schedule and division of labor.The second part combs the policy design of the Program,and interprets the content of the main text of the Program from six parts: the blueprint and vision of the Program,the objectives of the Program,the overall planning of the Program,the explanation of the organization and tasks promoted by the Program,the implementation schedule and progress of the Program and the implementation of the specific plan of the Program.The third part mainly combs and analyses the various supporting measures of the Program,such as the matching of funds,career guidance,propaganda and guidance,matching of military service and tracing and examining.The fourth part is to put forward the characteristic analysis of the Program through the comprehensive study of the Program.The characteristics of the Program include fairness and impartiality,student-centerboards,system integrity,policy guidance and problem orientation.The fifth part is the reflection on the study of the Program and the enlightenment to the vocational guidance work in mainland China.Reflections are summarized from two aspects of success and limitations.Successful points are: the idea of adapting talents,leading education to teach students in accordance with their aptitude;career planning assistance to help students explore the direction of life;the "Program" is reviewed periodically and revised rolling to adapt to the new environment.Limitations include: insufficient impact analysis of relevant policies,resulting in little effect in the first year on the road;large difference between the amount of subsidies and national income,insufficient attraction for students;policy on the road in a hurry,inadequate preparation.The enlightenments are as follows: to cooperate with the whole society to promote the development of Vocational guidance;to strengthen the concept and use new ideas to guide the development of Vocational guidance;to provide lifelong counseling and vocational guidance to help students develop their multiple adaptability;to adjust in a timely manner and to continuously enhance the pertinence and effectiveness of Vocational guidance.
