Study On The Text Of University-founded Charter During The Period Universities Start-up In Modern China

Peiyang University as the first university in Modern China,it was a landmark in Chinese educational history. The text of charter which The charter of Tianjin school of chinese and western, became the school-running guidelines of Peiyang University since 1895 to 1903. During this period,Peiyang University's enrollment polices,teacher employment, courses,expenditure,management and so on, implemented strictly according to this charter.On the basis of clarifying the historical background,process and other basic historical facts of this charter appeared,then, "Text Analysis" used to interpret the text of this charter in this paper.The neutral view followed throughout the paper, and this text of the charter interpreted from three aspect:structure analysis, content analysis, and dynamic historical context analysis.This paper contains seven parts:the first part is the introduction.This part includes expounding why selected this topic, research significance,describing the current acade-mic research about it, research methods and ideas,the core concepts definition.The second part, discussing the background of Peiyang University and its charter appeared.The third part, analyzing the form and structure of this charter. This charter assumes distinctive characteristics of the times, meanwhile it also assumes the distinctive features as a university charter. The fourth part, mainly discussing about the content of this charter,using the method of detail reading of text to interpret it, this charter mainly includes reasons the school established,curriculumdesign,expenditure, staffs management,students management and so on.The fifth part, placing the text into the special background in the late Qing Dynasty, analyzing its dynamic historical context,finding that the charters of the other schools influenced this charter in content and form.The sixth part,comparing three school charters:Peiyang University,Imperial University of Peking,and Shanxi University, compared from three aspects:appeared background, the attitude to " Western learning ",school-running model.The last part, conclusion and inspiration, discussing the historical significance of this charter and the inspiration to the present.At present, universities in our country are setting up their own university charter,the experience and lessons of the charter established of Chinese Higher Education in the Modern History should be useful for the present. The charter of Tianjin school of chinese and western as the source of university charters in China,its significance could not be ignored.
