Research On Policy Of Public Financial Support For Independent Colleges

Independent colleges refer to higher education institutions, which are the result of the cooperation of ordinary universities with the social forces. It has become one of important components in the higher education sector in China. And it has a great influence on realizing the popularization of higher education and deepening the reform of the education system.At based on characteristic and property of independent colleges and functions of public finance. The government has an obligation to invest strength to development of independent colleges, especially public finance expenditure. From the first regulation for private school Social forces to school regulations, to about the specification and strengthens the ordinary university in new mechanism and model pilot management several opinions of the independent college which specially aiming at establishing conditions and specialty setup of independent colleges. Finally ministry of education enacted No.26 order. Above regulations imply attitude of Government for independent colleges is increasing, including financial support for school building, faculty, students' affairs.However, Independent colleges are similar but different to other private schools on administration system and form. Neither existing model nor regular can be followed. As a result, some problems will be inevitably exposed. This paper commences from deviation conception of the independent college, imperfection of legal system, absence of supervision mechanism. Then state the factors which hinder financial support for independent colleges.For obstructive factors of public financial support, the experience of USA and Japan for reference is used. In addition to, public financial support for private schools and independent colleges of some province was regarded as a salutary experience. A policy system about public financial support for independent colleges is accomplished. In policy system, faculty construction is focused on and emphasized in detail in public financial way. It realizes operability of support and solves the obstructive questions on public financial support.Relative references are analyzed firstly, and then the concepts of economic property, market failure, function of public finance are defined. Based on above analysis, a complete theoretical system is formed. Summarizing and concluding patterns which can be applied broadly by using the experience of USA and Japan for reference. This research gathers first-hand data by interviewing the managers, teachers and students in independent colleges before summarizing the obstructive factors. Finally the methods and measures about independent colleges are presented from policy perspective by theoretical research and empirical research combined.
