A Study On The Equalization Of Education In Pudong New Area From The Perspective Of Public Finance

China’s economic society grows rapidly in last30years by reform and opening up. Especially in recent years, China’s GDP increased by an average of more than8%per year. However, a high economic growth rate cannot promote the improvement of national welfare. The point is that economic society developed unbalanced. The inequality in incomes, big gap in welfare, serious problems in social equity and social contradiction, and under-developed in rural economy between urban and rural residents.In recent years, the party and state leaders took this problem seriously. Premier Wen pionted repeatedly that to make common people live with more dignity. To let common people make good use of basic pubilic services (children can go to school, old people can go hospital when they get ill, commom people have life guarantee) is the most important way to it. Unbalanced development of urban and rural economic society analyzed in reality of our country caused by many reasons. Considered by author, achieving the equalization of basic public services is the main method to equalize economic resources and boost the balanced development of economic society, and it is also the essential requirements of socialism.Nanhui District had been merged into Pudong New Area in2009, it makes the equalization problem of public service aggravated which originally have. There is a gap in education, medical treatment, social security, public transportation and other aspects between rural area of Nanhui and the city. After the merger, inhabitants’ feeling is more strongly than other.So the paper will focus on the study of how to promote the equalization in Pudong New Area. I study the problem by view of Public Finances, because the function of Public Finance is mainly provides the services of public products which meet the needs of society. This article studies how to promote the equalization of Pudong New Area by view of Public Finances through literature research, empirical research, comparative research etc., and it takes the education equalization of Pudong New Area as an example, which put forward a series of measures to promote the education equalization in Pudong New Area by financial investment in Pudong New Area’s and original Nanhui District’s education.Chapter I of the paper introduces the background and significance of the subject, and collects the problems of basic public services from populace in Go and Listen Activity.
