The United States, with its rapid economic and high technology development, began to apply information technology into education since 1990s. Especially with Clinton's "information superhighway" approved, education of the United States had already got a lift of informatization and finds a new way in education of the whole world. In China, by contrast, in recent years, our country began to pay more attention to the development of education informatization, for example the primary school starts to introduce multimedia courseware for learning tutorial, the secondary school try to learn flipped classroom and the university classroom start use online course. Information technology has shown great advantage in Education. So using the US experience for reference, and exploring the advantages of educational information in the United States will help the development of educational information in our country. From the historical perspective the author choice the police of US education informatization as researcher and takes a historical approach. The author reviews the history of American educational informatization since 1990s, finally, give arrangements and analysis. Then the author introduces the situation of the implementation in different stages, explore the law of development of education informatization policy. The author also provides policy text directly or indirectly hoping to provide a reference to our policymakers.This dissertation mainly applies literature method, historical method, and comparative method, with the multidisciplinary angles of view such as educational history science, educational policy science and information technology science. Then the author makes a study of development skeleton of American educational informatization since 1990s on both macroscopic and microscopic level. This study is divided into five parts.The first chapter is the introduction of the dissertation, which introduce the research background, research value and research method. And then the author also defined the connotations of the main concepts concerned in the research. Finally, the author summarizes and analyses the existing research findings.The second chapter divides historical process of the information technology education policy evolution since 1990s according to the time development order into four stages:Preparation period (1991-1996); Popularization and Application period (1997-2000); Standard and perfect period (2001-2004); Reform period (2005-2015). Then summarize the main contents and key aspects of information technology education policy's development in each stage.The third chapters mainly analyze the key factors affecting education informatization policy since1990s. They are views on education of US presidents, influence of significant historical events and effect of evolution of the Web.The fourth chapter is the interpretation and analysis of Policy Documents. The character was summarized to 2 parts. The first part has three changing element:from value Quantity to value Quality; from highlight the application in education to rules of science, orientation; from focus on the essentials of education to whole harmony of the system. The second part has two immobile elements:Increasing the investment of money; Training for teachers.The last chapter gives a close reading to the American educational informatization. Based on analyzing of the policy the author gives four inspirations for our policymakers.
