Whether measuring the degree of social civilization or examining the overall quality of a country's citizens,the fairness of education is a significant standard.Due to the differences in historical stages and differences in regions,it is difficult to meet the educational needs of all people.The educational opportunities and the quality of the education received by migrant youths are far different from those of ordinary students.The education received by migrant youths has not achieved the educational equity of all students.At present,China has attached great importance to the migrant population and has taken much effort to solve the problems of educational equity for the migrant youths.However,the United States has been paying close attention to the education of migrant youths since the 1960 s and has formulated a number of educational laws and regulations to achieve the educational equity for migrant youths.China's focus on migrant youths is later than that of the United States.There is a certain gap in the policy and implementation of migrant youths' education between China and the United States.Analyzing the development of educational equity for migrant youths in the United States has important meaning and value.The main content of this article includes the following four sections:The first section: The stage of promoting the fair educational opportunities for migrant youths(1965-1971).As the educational difficulties of migrant youths have gradually attracted the attention of the whole society,the American educational policies has begun to stress migrant youths' education.In addition,it has also introduced Migrant Education Programs(MEP)and Migrant Student Record Transfer System(MSRTS).Finally,analyzing the characteristics of this period objectively: the government has achieved the educational opportunity equity on policy;frequent cooperation between states has made migrant youths' information easy to access;the government has tried a lot to obtain the special needs of migrant youths;migrant youths' high school graduation rate has increased.The second section: The stage of promoting the fair of educational process for migrant youths(1972-1992).The implementation of MEP has had little positive effect and the educational lawsuits of migrant youths have attracted people's attention.The public has started to pay attention to the backgrounds of migrant youths' families and has concluded that it is difficult for migrant youths' families to provide them a good learning atmosphere.Migrant State Parent Advisory Council and The Even Start Family Literacy Program aim to change that situation.In addition,additional compensatory education for migrant youths has also been carried out.Mini-crops Program and the Summer Migrants Access Recourses Through Technology provide opportunities for migrant youths to obtain high-quality educational resources at home;Finally,analyzing the characteristics of this period objectively: more migrant youths have gotten help from the government;educational funds for migrant youths have been used reasonably;migrant families' participation in education have been increased.The third section: The stage of promoting fair of educational results for migrant youths(1993-2015).The United States is aware that its academic performance in education is lagging behind many countries,and the concept of educational equity has been redefined.The continuous pursuit of educational equity has promoted the United States to set up the Migrant Education Comprehensive Needs Assessment(MECNA)for migrant youths.The newly introduced education bills,including the "No Child Left Behind Act",the "A Blueprint for Reform",and the " Every Student Succeed Act",show a continuous focus on the migrant youths' education.Finally,analyzing the characteristics of this period objectively: estimating and monitoring the educational equity of migrant youths has appeared;the educational funds for migrant youths have been stable;migrant youths' academic performance has been improved;educational laws have been gotten continuous development and improvement.The fourth section: First of all,showing the education status of Chinese migrant youths,and sharing the problems of them;then putting forward some enlightenments to promote migrant youths' educational equity in China based on American experiences.
