In the mid- to late 20 th century, the lifelong education concept spreads throughout the world, and deeply affects the development and reform of world education. Under the influence of the concept of life-long education, Open University arises at the historic moment. The new type university breaks the traditional mode of university, giving new meaning to higher education. Open University emphasizes the open education, and it makes use of modern technology and integrates learning resources of high quality in distance education. It is a kind of which adapts to the modern and open conditions, and meets the demand of diversity education. China is a country with rich resource of talented personnel, and it will become a powerful one depending on talented personnel in the near future, and it is on the way to build a learning society and a lifelong education system. Open education provides the social members with a variety of continuing education services and learning opportunities. “Outline of National Medium-and Long-Term Program for Education Reform and Development(2010-2020)” promulgated by the CPC central committee and the state council clearly puts forward to“vigorously develop modern distance education”, and do a good job in “Open University”.Teachers as the core of human resources in colleges and universities, the level of teacher's professional development determines the quality of education and teaching. The practice of open and distance education has proved that in the development of open education teachers are the core strength. The construction and perfection of lifelong education system and the formation of a learning society cannot do without the great open education teachers. In China, the open and distance education is mainly for adults to continue further education. For a long time, the teachers(hereinafter referred to as the open education teachers) engaged in open education are marginalized. The status and role of open education teachers, and the existing problems of the professional development, incentive mechanism haven't been solved effectively. For open education teachers, teachers' professional development is very important if they want to have the ability to carry out open and distance education. But, more importantly, the Open University should provide the necessary security and support for teachers' professional development in the aspects such as system construction, excellent management, and resource support.At present, to form a national Open University which based on Radio and TV University is a kind of strategic and realistic choice. However, due to certain system and mechanism reasons, after more than 30 years of operation, as the main force of China's open education, the system of Radio and TV University still exist many problems. The system has not been give full play to the advantages and roles. In the respects of the professional development of open education teachers, there are many realistic problems which affects the professional development of open education teachers, such as weak academic power, unreasonable structure of teaching staff, the deviation between teacher training and the orientation of discipline development, teachers' professional development consciousness is not strong, and the teachers' evaluation effect is not obvious. Under such research background, from the perspective of strategic human resource management, this article takes a variety of research methods to expound the current status of open education teachers' professional development, and main existing problems and causes, take Inner Mongolia radio and TV University as an example. From the perspective of organization's strategic transformation, the human resources planning, training and development, motivation and evaluation, and organization culture etc., this thesis analyses the key factors which influence the professional problem of teachers in open education; puts forward measures and countermeasures to promote the professional development of open education teachers under the perspective of strategic human resource management; explores to construct the mode of teachers' professional development for Inner Mongolia Open University; provides decision-making reference and practice basis in order to the maintain sustainable competitiveness for Open University.
