Under the new normal economy,as the number one project of the local government,investment promotion is facing a profound change.Professional investment personnel have gradually become the key factor for local governments to attract great attention and gain competitive advantage.Especially in the economic developed area in Zhejiang Province as the representative,by strengthening investment talents team construction,cultivate a large number of professional,high level talents for local government investment,so as to effectively promote economic Neiyinwailian,provide a strong impetus for the development of local economy.However,the regional development of Zhejiang province is not balanced,like Quzhou,Lishui and other mountain counties,the city is still an underdeveloped area,need through investment to get rid of poverty,but their investment and means is still single,mainly depend on the land price concessions,tax relief and other traditional business model,it is very easy to lead to vicious competition between regions,resulting in enormous waste of resources.Therefore,in order to achieve a high level of well-off society and narrow the gap between developed areas,the government in the less developed areas of Zhejiang must keep pace with the times and constantly strengthen the construction of investment talents.Different from other government work,job market,competitive and flexible characteristics of the investment requirements,the government in the process of investment in the construction of talent team should proceed from a strategic height,improve competitiveness and investment return on investment ratio.Therefore,this paper is based on the theory of strategic human resource management,the investment talent team construction in Songyang County as the research case,through the methods of literature and questionnaire,the Songyang county investment talent team construction situation with detailed analysis and summary,the lack of overall strategic planning and goals,the structural contradiction is more prominent,the mechanism of selecting and appointing cadres is not reasonable,the personnel training system is not perfect,performance management is not scientific,the problem of incentive mechanism effect.In view of this,this article takes the question as the guidance,unifies the domestic and foreign developed area advanced investment promotion talented person troop construction experience,and application of the post competency theory,person job matching and negative incentive to develop strategic planning,adjust and optimize the investment team structure,perfect the cadre appointment mechanism,improve the personnel training system,establish scientific performance appraisal method to strengthen the incentive mechanism,the effect of improvement strategies,so as to provide help for the improvement of underdeveloped areas attracting talent team construction.
