Research On The University Statutes Under The Guidance Value Of University Governance

Under the background of the current state's efforts to promote the establishment of “world-class universities and first-rate disciplines”,perfecting the governance system of universities and promoting the modernization of university governance capabilities require institutional development.As a carrier of university system,university regulations play an important role in coordinating the internal and external relations of universities.University statue is a synthesis of various internal rules and regulations of a university.It reflects the value orientation of university governance to a certain extent.This thesis mainly uses literature research method,content analysis method and comparative research method,from the perspective of university governance value orientation.The university statue carries out research,deconstructs and analyzes the textual content of the university statue,presents breakthroughs and innovations in the establishment of the university's constitution,and focuses on analyzing where university constitutional construction is neglected in the value-oriented aspect.Based on its inadequacies,it attempts to propose feasible suggestions.And improve the countermeasures.This thesis consists of four parts.The first part is the necessity of university statue construction.Mainly from the theoretical foundation of the construction of university regulations,practical experience,and the governance structure under the bylaws,the university regulations explain the role of university governance in four aspects.Due to the shortcomings and problems in university governance,there is an urgent need for institutional safeguards for university regulations.University regulations are the general principle of the university.It is the university's “charter”.The system is in place.The formulation of the articles of association and supervision of corporate governance are supported by corporate governance theory and stakeholder theories.University governance and university statuers are mutually reinforcing and interdependent,Complementary.The second part is the current university governance value orientation in our country.The current value orientation of China's university governance is mainly self-sponsored by law,professorship,and respect for student subjectivity.The establishment of these three value orientations is based on a certain theoretical basis and practical needs.It is mainly analyzed and elaborated from the perspectives of the country's superior laws and regulations and scholars' viewpoints,such as academic schools,management schools,and educational policy makers.At the same time,the relationship between these three value orientations,whether the contradictions and conflicts,and the university spirit behind them have been excavated in-depth.The third part is the text analysis of college charter under the perspective of value orientation of university governance.This is also the core part of this study.In this section,the university statues of the 84 colleges and universities that have been reviewed and approved by the Ministry of Education are used as samples.The textual analysis and comparative analysis are used to analyze the structure of university statutes and the value orientation of university governance.The analysis focuses on the chapter structure of the charter and the analysis of the number of articles of the articles of association.These three governance values guide the reflection in the university charter,and describe the specific problems in the construction of the university's charter,the analysis and the value of the current university governance.Is there any deviation in the guidance?The fourth part is the basic conclusions and suggestions.Based on the review of the text of the university charter,it presents the basic state of university regulations,summarizes the advantages,and discovers weaknesses.It tries to propose feasible suggestions for improving the university regulations.
