The development of vocational education and the improvement of the quality of vocational education, increasingly get the attention of the social various aspects. The local vocational education has a profound impact on the development of local economy. Vocational colleges for the local economic and social development have cultivated a lot of practical skills talents. Practice proves that the level of vocational college teachers has a very important influence with the quality of the development of vocational colleges and vocational education.In Liaoning province in recent years, with the support of the government, vocational education has developed rapidly, by the end of 2015, the number of existing vocational college in Chaoyang City is 1 number of secondary vocational schools is 17 and number of adult higher vocational colleges is 2. With the continuous development of social economy in Chaoyang City, the demand for the local vocational skilled talents is increasing, talent training quality depends on the local level of vocational college teachers, which means there are more requirements for vocational colleges in Chaoyang City teachers team construction, especially for the "double type" teachers. Teachers need to have both rich professional knowledge and skilled operation skills, but also need to have high quality and strong ability in teaching. How to build a teacher-troop which is excellent and superior quality, in line with the local social and economic development needs is a major problem in Chaoyang City.This paper is based on the theory of human resource management, combining with the theory of Marxism about person's full scale development, as well as the two-factor theory and Maslow's hierarchy of needs theory. It includes the summary and analysis of the vocational college teachers' professional development in Chaoyang City, including the existing problems and some countermeasures to the development,with the perspective of local government intensify vocational college teachers' professional development safeguard to make sure vocational colleges and universities have a good atmosphere and vocational colleges teachers have a connotative development.
