Talent is the important resources in the economic and social development, vocational education the main task is to train high quality talent, lead and use the power of the economic and social development of science and technology. All countries in the world are vigorously promote the development of vocational education, and as an important task of the government. Developed areas, currently, there is labor shortage and difficult employment, vocational education school has such problems as "less students, poor employment", underdeveloped regions in the development of rural vocational education is facing more serious challenges. In recent years, the national policy gradually to the vocational education, especially the rural vocational education. How to determine the rural vocational education development direction, seek a suitable way to cultivate talents and make up for the defects, crack development bottleneck; How to implement and promote local economic and social development of two-way, and so on. These problems are research scholars and national administrators need to think seriously about the problem.The research object of this article for the rural vocational education in chaoyang, do vocational education in underdeveloped area to promote economic and social development as the breakthrough point, combined with my working practice and research found in the new situation, the literature review, expert interview and comparative study method, a thorough investigation into present situation of rural vocational schools in chaoyang city, summarizes the fundamental problems, combined with domestic and foreign development experience to deeply analyze the cause of the problem, combining the theory of modern public and education theory, tries to put forward to solve the difficulties in rural vocational education development in chaoyang, and conform to chaoyang district economy characteristic of vocational education development strategy. And hope for the domestic rural vocational education development in less developed areas in the aspect of theory and practice to explore them.Through the analysis in the study of the theory of the rural vocational education development at home and abroad, the investigation in master development policy in recent years, the construction situation, professional Settings, mode of running a school and faculty construction and other aspects of reliable data, combined with the actual work, found that rural vocational education development in chaoyang school students deficiencies and the quality is not high, the lack of education facilities, teaching mode ", the curriculum is unreasonable, the lack of professional teachers, such problems as unreasonable structure of teachers. Out by analyzing the cause of the economic factors are the main factors that influence its development, the second is the role of local government play does not reach the designated position, the social power of steam into the vocational education development, vocational schools management mode and economic development does not match, the influence of restricting factors such as teaching staff development. Advice, at the end of the paper puts forward four aspects to promote further development of vocational education in chaoyang:through the establishment of special funds guarantee system, establishing the cost sharing and operation mechanism, establishing and perfecting funds security mode, improving the vocational education funding system, to give economic security; Through the integration of vocational education resources as a whole, clear responsibilities, strengthen supervision, to play a leading role of government; By grasping the market rules, strengthening policy tilt, establish interactive relationship with local enterprises, to encourage the positive role in the society; Through the expansion of school running autonomy, promoting practical multi-running pattern, to establish and improve the teachers' management system and innovation management pattern of vocational schools.
