The development of information technology and the demand of social structure adjustment are providing a great favorable condition for the development of continuing education. In order to make the learners complete the learning process smoothly and efficiently, it not only needs the support of the technology and the objective needs of the motivation, but also needs the teacher to design the reasonable instructional activity which is in accordance with the characteristics of the learners.In recent years, the students receiving continuing education are becoming much younger. The special time background and the development environment make these young learners have significant differences with the former learners in learning. But at present, there is not a professional and in-depth research on the characteristics of young students in continuing education. And most educators do not have a strong awareness of this phenomenon, which leads that the instructional design doesn't adapt to the new characteristics of the learners, and finally designed the instructional activity deviates from the characteristics of the learners, which seriously affects the instructional quality of continuing education. Therefore, it is necessary to build a new model suitable for the characteristics of new generational students receiving continuing education to provide a better basis for instructional design, and to promote the development of continuing education.Based on the existing research achievements, the paper constructs the new generational learners feature model, and based on this model, it designs and writes the questionnaire about new generational learners' characteristics, and then deals with data analysis and apply the analysis of characteristics of the new generational learners to the design of instructional activities, and finally investigates the application effect analysis, examines the rationality of the model and the effectiveness of the application in the instructional activities. It has the certain theoretical and practical significance.First of all, the paper introduces, analyzes and summarizes the present situation of the study on the characteristics of the learners and the instructional design in the world, Based on the relevant theoretical basis and the characteristics of the new generation of students, this paper builds a new model for the new generation of students receiving continuing education. Secondly, based on the model, the paper designs the questionnaire relative to the characteristic elements of the model, and analyzes the fitting degree of the model and the questionnaire through the exploratory factor analysis. Besides, the paper discusses the application of the model in the design of instructional activities, and analyzes the design process, containing instructional objectives, instructional situation, autonomous learning activities, collaborative learning activities, strengthening exercises and learning effect evaluation. In the end, it takes a knowledge unit of "computer network" course in Xi'dian University as an example, takes the college students as the instructional object, makes an instructional activity plan and implements it, and a questionnaire survey was conducted on the students' learning effect in order to make a better evaluation on the rationality and validity of the model used in instructional activity design.This paper mainly uses the literature analysis method, observation method, questionnaire survey method, interview method and experimental research method, and implements the construction of the model, the test of the model, the application of the model and the test of the application of the model, which is suitable to analysis the new generational learners' characteristics receiving continuing education. The analysis of the test results shows that the model can effectively apply to the instructional activity design of new generation, which achieves goal of the paper.
