As informatization of education goes deeper, tremendous changes have taken place in education system, especially in instructional objectives, instructional content, teaching methods, teaching strategies and so on. Teachers’ competency of information instructional design is the key factor which determines the degree of educational informatization to a great extent. Pre vocational education is the starting stage of teaching training. Therefore, normal students should be competent at instruction in informatization environment and have good competency of information instructional design.The research on developing normal students’ competency of information instructional design is in the ascendant. The Activity Theory provides a new perspective for improving normal students’ ability of information instructional design, which affords proper theoretical basis and guiding principles for designing learning activities, learning resources and learning environment. Activity as the basic unit of learning, can better reflect the significance and value of knowledge, can better meet the learning needs of normal students, can better make allowance for individual differences, and can make the evaluation more focused and instructive. With in-depth study of learning activities, there are a variety of software tools for designing learning activities. LAMS as the learning activity management system, provides good platform and visualization environment for designing and running learning activities, and also provides learning framework and learning situation for students. In the support of LAMS, normal students’ competency of information instructional design can be promoted more effectively.Based on relevant literature and actual survey, this study gives a definite competency framework of information instructional design according to Competency Theory, constructs cultivating model based on learning activities, checks availability of the cultivating model by doing experiments, and tries to find crucial problems. Through this study, we expect to achieve the goal of developing normal students’competency of information instructional design, and to provide referenced solutions to problems which exists in the process of training.
