The main focus of this study is an attempt to identify the effects of salary delays on rural teacher motivation and educational or learner outcomes within the instruction and learning process. The study is bringing another dimension of looking at rural teacher demotivation from another different perspective of salary delays which is a current challenge facing the civil servants in Zimbabwe including the rural teacher. For the going forward therefore, the study does not remain on simply knowing the causal relation between salary delays and their impact on educational outcomes, but goes on to offer practical suggestions towards improving the living and working conditions of rural teachers as the entry point of unlocking value and potential of strong and functional rural quality education. |
