The Reseach On Pefecting The Rural Social Assistance System

Social assistance is the oldest item of the social security system. Since1990s,along with the continuous improvement of the urban and rural minimum livingguarantee system, social assistance has played an important role on protecting thebasic livelihood of poor people, maintaining social stability, and promoting a newrural construction and the construction of a harmonious society. However, with theaccelerated process of urbanization, industrial structure adjustment, the impact ofurban-rural dual structure, China’s rural social assistance is still facing many problemsto be solved. Shanghai was the first country to establish the urban minimum livingguarantee system and rural minimum living guarantee system, with the nationalmacro-policy adjustment, the further deepening of rural reform, the acceleration of theurbanization process, the vast majority of living of the farmers has been significantlyimproved. However, due to serious illness, land losses and other reasons, there were anumber of rural residents got into financial difficulties; these vulnerable rural groupswere in the urgent need of social care.Based on social assistance basic theories and principles，this paper analyses thecurrent status of rural social assistance and gives out approaches of completing rural social assistance in Songjiang District, by use of methods of literature research,comparative study, and combination of quantitative and qualitative methods. Chapterone describes the significances of completing rural social assistance as well asresearch content and innovation points, on the bases of summarization of in theresearch direction, status and results of social assistance at home and abroad. Chaptertwo cards and integrates the related concepts of the social assistance and the maintheories. Chapter three analyzes the practice of social assistance as well as inspirationin several countries and regions. Chapter is empirical analysis of the social assistancein rural areas in Shanghai, describes the current status and main problems of socialassistance in rural Songjiang district, for example, the law and rules of the rural socialassistance are not perfect, difficulties in relief object auditing, aid dependence and soon, and then analyzes the main reasons for these problems. Finally, the paper putsforward ideas and countermeasures of completing social assistance in Songjiangdistrict. Especially in the perfecting of rescue mode and operation mechanism,scientific and rational drawing up of aid standard. In the aspect of the minimum livingguarantee standard，by means of regression analysis method, the article analyzes therelations between rural minimum living guarantee standard and other factors, on thebasis of the data of shanghai statistics yearbook, the conclusion is that we must focuson rising prices, particularly food price increases, while adjust the rural minimumliving guarantee standard according to financial capacity of each districts inShanghai，rural household income levels and other related factors. In the rescuingmode, introduces the social work methods to improve self-awareness of the ruralrecipients，at the same time，perfect the relevant laws, regulations and improve theconcept of relief in accordance with law.
