Since the 1980 s the family planning policy has been implemented, a large number of one-child families appeared in China. Whereas,the child died before their parents because of unexpected accidents,so millions of�the loss of only child family�appeared.Those families are not only suffered the pain of lost only child and the psychological blow, but also have to face various dilemmas, such as financial condition, pension system,health service and so on. All of these made them become the weaker people in society.The demands of the lost only family are different from other vulnerable groups', and the dilemmas faced that is a serious social issue, which has caused concerns from country and society.The problem of the loss of only child family is the "side effect" of the implementation of family planning policy in China. For the various difficulties faced by the loss of only child family, the government must undertake the principle responsibility no matter from the social security or public services. But due to the system of social security establishment is still not be consummate, and failed to meet the needs from the economic, pension, medical, psychological and other aspects of the loss of only child family. So many the loss of only child families' lives are are filled with untold suffering.The responsibility of government in the dilemmas of this kind of family has been in the absence status.Based on the perspective of government responsibility, this thesis analyzed the all kinds of dilemmas that are faced by the loss of only child family now, and the absence of government responsibility in the aspects of system, policy, organization management and spiritual care. And then it explored that as the responsibility subject, the government how to improve all kinds of social security systems, complete the assistance policies,maneuver all social parties to participate in and improve the groups self-help ability to accomplish government responsibility by combining with the special situation of this kind of family. The government should guide and help the loss of only child family go out of the e predicament.
