Perspective Government Functions Alone Lost Family Social Security Situation And Development Strategy

One child family makes great contribution to reduce our resource-environmental pressure and promote ecomic-social development. But it is inherently risky because of the fragility of its own structure. Once the only child died due to an accident, illness and other reasons, when their parents experienced the great pain, they also lost protection for their future, the family will face great trouble in endowment insurance, social communication, spiritual comfort and medical requirement. From 2007, the government began to carry out a pilot program in some provinces of the disable death of the one-child family. For the government, the responsibility and obligation is to guarantee the basic life of the one child died family and let them enjoy their old age in peace, the government also carry out some support policy supply itself and a sound social security service system, makes a lot of loss of independence of the family’s basic life still can not be guaranteed, pension, medical and psychological demands are difficult to be met. Therefore, it is urgent to construct a perfect social security service system.This paper uses the methods of field visits and in-depth interviews, from the perspective of the government do a research on the social security problem, To the author’s hometown in Guangde County, Anhui Province as an example, lost only family life in the basic situation of the investigation and analysis of the difficulties faced in their daily life and pension demands, and through the analysis of the survey results put forward corresponding countermeasures.The paper includes the following point.Chapter one is introduction part. Mainly the loss of single family social security problem research background and research significance is expounded, of domestic and foreign relevant research current situation to sort out. At the same time that this paper uses the research methods and the definition of some concepts related to the family alone.The second chapter is the review and analysis of the policy. It includes that expounding the situation of the social security of the loss of independence family. Through the review of the family planning policy in our country to discuss the reason of lost family alone produced, combined with domestic and foreign some well-known experts and scholars on the research results and official data about social security is the universal appeal of single family of unstable.The third chapter is field visit. To investigate and analyze the status of social security in Guangde County of Anhui province, based on the field to the in-depth interviews and some ideas of life, body and spirit of the family alone lost parents, and what support they hope the government can provide to them. According to the interview and other relevant information, to explore the national independence of the family’s social security issues. At the same time,to analyze the current situation on the policy of social security of the loss of independence family, point out some deficiency about the social security policy.The fourth chapter is the counter-measure analysis. For the institutional defect on the social security policy, from the government perspective, the government should be in the position of the social security system of the single family, and puts forward the countermeasures and suggestions to solve the problem of the social security of the lost family. In the aspect of policy system, the government should improve the relevant legislation, establish a special organization, expand the scope of application. In aspect of finance, the government should improve the social security budget and the investment mechanism and the collection of social maintenance fee and use mechanism, establish a special funds, improve the supervision in the implementation of social security system. In the construction of social assistance system to lose one family, government should pay attention to the spiritual help and psychological comfort when support economic. By building a reemployment platform, let the loss of independence of family go to the community.
