Preschool education is the start-up stage of education.Over the recentyears,preschool education development in China has witnesses rich practices,yet it is pressing that researchers come up with a serious summery andthinking over the current policies,to give a clear guiding direction.Provincialgovernments are "connecting link " position in the development ofpreschool education,bearing the responsibility of effective implementation ofnational policies and overall administration within the province.It is greatsignificance to research on and analyse the function of provincialgovenments in preschool education.Methods of document research,historicresearch,data analysis,comparison,and investigating research are tried inthis paper,and a thorough analysis is given to the development of preschooleducation policies after 1949,and special social background,implementingresults and shortcomings of the policy-making,with a focus on theunderdevelopment policy,present situation,and government performance ofpreschool education at the provincial government level in Shanxi provincesince 2000.Problems are pointed out in the policy development of preschooleducation in implementation of governmental responsibilities,legal guaranteesystem,fiscal guarantee system,teaching staff construction mechanism,andeducational quality,and relevant suggestions and advice are put forward incombination with the reality.The paper is mainly divided into the following parts:Part One:Introduction,which mainly explores the researchbackground and significance,domestic and international researchdevelopment,research methods;Part Two:Definition of preschool education policy,which is mainlyabout the definition of the related concept definition,nature and significanceof preschool educational products;Part Three:Development of preschool education policy,which mainlyexplores the several major stages of preschool education policy development in China since 1949,with a focus on Shanxi province,and their clear-cut features;Part Four:Major problems in the current preschool education development policy,where the shortcomings in present preschool education development are pointed out from the aspects of implementation of governmental responsibilities,legal guarantee,resource structure,input mechanism,staff construction,and quality guarantee;Part Five:Suggestions on the next-stage development of preschool education.Suggestions and advice are put forward in combination with questions in Part Four,which include:an early making of Law on Preschool education,a clear division of governmental responsibilities,an active extension and bettering of structure of preschool educational resources,building of sustainable mechanisms on fiscal input guarantee and teaching staff construction,improvement of institutional system of preschool education from multiple aspects including promoting caring and teaching quality,and promotion of development level of preschool education.
